About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of Wildlife Resources, is requesting bids under IFB BD27-112 for aerial herbicide application on 10,934.2 acres near Vernal, Utah, with bids due October 1, 2026. Work must be completed by October 3, 2026, and contractors must begin within seven calendar days of the Notice to Proceed. This is a single-award, fixed-price procurement to the lowest cost responsive and responsible bidder.
The scope comprises aerial application of Plateau Herbicide (imazapic with non-ionic surfactant) via helicopter, fixed-wing aircraft, or Unmanned Aerial Systems at 6 ounces per acre with 5–10 gallons water carrier across three treatment locations: Little Davenport (2,151.6 acres), Diamond Mountain (6,237.8 acres), and Big Park (2,544.8 acres), at elevations of 6,000–7,700 feet in Uintah County. The project comprises approximately 8,409 base acres and 2,554 optional acres. Contractors must provide GPS capability with 5-meter accuracy to identify treatment boundaries and record flight lines, furnish all herbicide and equipment, provide on-site English-literate supervision, and restore any damaged roads to original condition. Bidders must submit per-acre pricing that includes all labor, equipment, materials, mobilization, and operating costs; no fuel surcharges or price adjustments are permitted. Payment is lump-sum final following final inspection based on actual acres completed. Minor Change Orders up to 10% of original acreage will be performed at the original bid price; Major Change Orders may be negotiated separately.
No mandatory site visit is required, but bidders are strongly encouraged to inspect the site. Site inspection failure will not constitute grounds for post-award claims. The State reserves the right to impose winter stoppage at its discretion. Vendors must guarantee pricing through project completion and comply with Utah Code boycott certifications and forced-labor provisions. All questions must be submitted through the U3P online portal. Standard terms and conditions are non-negotiable; bids with exceptions will be rejected as non-responsive. Geographic data including shapefiles, KMZ files, and detailed maps depicting 19 treatment blocks across multiple counties are provided.
