About this opportunity
The State of Utah Division of Purchasing is requesting bids for aerial seeding services on 1,776 base acres in the Triangle Uplands area of Grand County under IFB BD27-111-1, with bids due October 14, 2026. Units M01-M15 must be completed by November 1, 2026; units S01-S03 and optional 50 acres must be completed by November 15, 2026.
The scope includes transport of government-furnished seed from the Utah Division of Wildlife Resources Seed Warehouse in Ephraim, Utah to a designated airport, plus aerial seeding on private property. Line Item 1 (base acreage) requires application of 6,660 pounds of seed at 3.75 pounds per acre. Line Item 2 (optional 50 acres) requires 345 pounds at 6.9 pounds per acre. The aircraft must be equipped with GPS technology to establish 100 percent coverage flight lines. The contractor furnishes all labor, equipment, supplies, and materials for seed handling, loading, unloading, and application. The State reserves the right to modify acreage by up to 10 percent through Minor Change Order without adjusting the per-acre bid price.
Payment will be made as a lump-sum final payment based on actual acres completed following final inspection. Partial payment requests require prior written State approval. Vendors must guarantee pricing for the contract duration; price adjustment requests require at least thirty days' notice and supporting market analysis, subject to Director approval.
No mandatory site visit will be held; however, potential bidders are strongly encouraged to inspect the site at their own expense to assess conditions affecting cost and performance. Failure to inspect does not constitute grounds for claims after award. The award will be made to the lowest cost responsive and responsible vendor. Vendors bidding on Triangle Uplands projects must comply with the State of Utah Rangeland Pre-Qualification performance evaluation criteria, which requires a minimum average performance score of 60 across Quality, Timeliness, and Contract Management categories.
