About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of Wildlife Resources, is soliciting bids under IFB BD27-105 for mastication treatments on pinyon/juniper vegetation in the Triangle Uplands, Grand County, with bids due September 18, 2026. Participation is restricted to prequalified contractors only—bidders not on the current Pre-approved/Pre-qualified Vendor list may not submit.

The scope encompasses mechanical removal and shredding of pinyon and juniper trees using bullhog-type equipment across a base acreage of 1,100.3 acres, with an optional 527.1 acres contingent on available funds. Treatment aims to restore the area to a mosaic pattern of varying densities with scattered untreated leave islands. The contractor must furnish a minimum of two bullhog machines with qualified operators, GPS-capable devices with 10-meter accuracy, and all necessary equipment. Work is scheduled between October 9, 2026, and February 28, 2027, with the contractor required to begin work within seven calendar days of receiving the Notice to Proceed.

Pricing is bid on a per-acre basis with no fuel surcharges or adjustments permitted; all costs—labor, equipment, mobilization, and operating expenses—must be included in the per-acre rate. The contractor must guarantee pricing through project completion. Payment will be made as a lump-sum final payment following final inspection and acceptance, though partial payments may be approved at the State's discretion with prior written authorization. Minor change orders up to 10 percent of the original project area will be issued at the same per-acre rate; major change orders exceeding this threshold are subject to negotiation. The State reserves the right to halt work due to frozen soil or winter conditions and may cancel remaining contract portions.

No mandatory site visit is held; however, bidders are strongly encouraged to inspect the site independently. The contract will be awarded to the lowest cost responsive and responsible vendor. A pre-work conference will be held at the project site prior to work commencement. Two bids were received: Mountainscape Forestry bid $626,549 (low bid at $385 per acre for base acreage and optional acreage); England Construction bid $935,755 ($575 per acre).
