About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of Wildlife Resources, is requesting quotes for aerial seeding of 983 acres in the Keg Springs area between October 19 and October 30, 2026, under RFQ BD27-104, with quotes due September 17, 2026.
The project encompasses Bureau of Land Management and Utah Trust Lands Administration lands in Box Elder County at elevations ranging from 5,500 to 6,800 feet. The contractor must provide aircraft equipped with GPS technology to establish flight lines for 100% coverage at approximately 8 pounds per acre using a government-furnished seed mix of grasses and forbs. Work must begin at 8:00 a.m. daily; the State reserves the right to postpone operations if wind speed exceeds 10 miles per hour. The contractor is responsible for unloading and loading seed from bulk totes at the project site. Suitable dirt-road landing areas exist within 2 miles of the project; the nearest airports are Interstate or Malta airports in southern Idaho, approximately 65 air miles away.
The total project value is $16,500. The contract term is five years per standard state purchasing guidelines, with provisions for shorter terms if addressed as "without cause" termination. Evaluation will be conducted solely on lowest cost from responsive and responsible vendors meeting all specifications. Award constitutes no binding contract; only a fully executed purchase order or contract creates an enforceable obligation. Vendors may not begin work, purchase materials, or enter subcontracts until receiving a fully executed PO or contract. Multiple or alternate quotes will not be accepted; only the primary bid will be considered if a vendor submits more than one proposal. Any exceptions to the RFQ content or specifications must be protested in writing to the Division of Purchasing prior to the closing date. Submissions must be made through the U3P system. Joshua Butcher is the requestor contact at (385) 206-7438 or jdbutcher@utah.gov.
