About this opportunity

The State of Utah Division of Purchasing is soliciting proposals for a five-year concession agreement to provide automated sauna services at three state parks — Willard Bay, Utah Lake, and Wasatch Mountain — under RFP BD26-78, with proposals due June 15, 2026 and a mandatory in-person site visit required June 8, 2026 at 10:00 a.m. at Wasatch Mountain State Park Visitor's Center. Failure to attend the entire site visit will result in automatic disqualification; late arrivals are not permitted to proceed.

The concessionaire must provide portable, mobile, or temporary sauna structures with no permanent foundations, compliant with Utah State Building Code, State Fire Code, and ADA accessibility standards per ICC/ANSI A117.1-2017. Services must operate a minimum schedule of Friday through Sunday, 8:00 a.m. to 8:00 p.m., and Monday through Thursday, 10:00 a.m. to 6:00 p.m., subject to seasonal adjustments. Units must incorporate automated reservation systems with time-sensitive access codes. The concessionaire is responsible for unit acquisition, installation, daily sanitization, system management, maintenance, emergency response, and compliance with local health department permits and building permits. The Division reserves the right to expand operations to any of its 46 parks system-wide during the contract term.

Financial obligations include a percentage-based concession fee on adjusted gross receipts (minimum suggested 10.0 percent) plus a fixed utility fee of $100 per month per park location. The concessionaire must carry general liability insurance of $1 million per occurrence / $3 million aggregate, name the Division and Bureau of Reclamation as additional insureds, maintain worker's compensation coverage per Utah law, and restore sites within 30 days of contract termination.

Evaluation uses a three-stage best-value process: Stage 1 screens for mandatory minimum requirements including site visit attendance; Stage 2 scores technical proposals on a 1,000-point scale (required sauna services 400 points, business development plan 200 points, company qualifications 200 points, financial projections 50 points) with a 510-point threshold to advance; Stage 3 scores concession fee proposals (150 points) by percentage offered. The contract term is five years from date of last signature with no renewal options.
