About this opportunity
The State of Utah Division of Purchasing, in conjunction with the Division of Forestry, Fire, and State Lands, is conducting an Invitation for Bid (IFB) for wildland fire hazard reduction and infrastructure construction services in the Sweetwater Hill area near Garden City in Cache County, Utah. The procurement seeks a single contractor to perform mechanical mastication/shredding of standing live and dead trees and brush across approximately 8 acres using wheeled or tracked mechanical mulching equipment (Bullhog), and to construct 112,000 square feet of gravel parking areas (designated safety zones) across five separate sites at elevations ranging from 6,300 to 7,000 feet on slopes up to 40%. The contractor must furnish all labor, equipment, supervision, transportation, and operating supplies, including a minimum of two mechanical mulching machines capable of handling trees up to 26 inches in diameter, skid loaders, road graders or excavators, and water trucks. Bidders must demonstrate a minimum of five years of excavation/construction experience supported by at least two references (preferably three) from work completed within the past three years. The project will be awarded to the lowest responsive and responsible bidder, with pricing on a per-acre basis for mastication work and per-square-foot basis for gravel installation, and payment as a single lump-sum final payment following final inspection. A mandatory in-person site visit is required on May 6, 2026, at 10:00 AM MST at Hodges Canyon Trail Head Parking Lot, with attendance by an authorized company representative mandatory for bid eligibility; prospective bidders arriving after the stated time will be disqualified. The bid closing date is May 11, 2026, the contract term extends from award until June 25, 2026, and the contractor must begin work within seven calendar days of the Notice to Proceed.
The procurement documents do not specify set-aside designations, disadvantaged enterprise preferences, or restrictions on organization types eligible to respond. No incumbent vendors or current contractors are identified in the available solicitation materials. The documents indicate that contractors will be evaluated using a Contract Performance Evaluation system assessing Quality of Product or Service, Timeliness of Performance, and Contract Management on a scale resulting in a total score of 100 points, with a minimum average performance score of 60 required to maintain eligibility on the Rangeland Pre-Qualification list. No fuel surcharges or adjustments are negotiable, and no government-furnished property will be provided. The specific contract award value or budget range is not disclosed in the posted solicitation materials, though payment will be made upon completion and final inspection based on actual acreage treated and square footage of gravel parking areas constructed.
