About this opportunity

The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is conducting a Request for Quotes (RFQ) for the procurement of a single 2025 or 2026 bumper-pull camp trailer to replace an aging 2002 Jayco FEMA trailer. The trailer must be 30–33 feet in length, sleep 7–9 people with a quad-bunk double-bunkhouse layout, and include at least one tip-out (preferably in the kitchen/dining area). Required specifications include quad-axle construction with 225/75R15LRE tires or equivalent, fresh and grey water tanks, furnace, standard kitchen appliances, air conditioning, power awning, rooftop solar panels with control box and Perko switch, LED exterior lights, two 20-pound external propane tanks, and a tankless on-demand water heater suitable for mountain and rugged terrain towing. Vendors may submit alternative specifications if the proposed trailer meets the minimum requirements of sleeping 7–9 people, featuring a double-bunkhouse, and including at least one tip-out, with the agency retaining discretion to determine whether alternate specifications meet minimum requirements. The RFQ will be evaluated on an objective, lowest-cost basis under the Utah Procurement Code, with only the primary bid from each vendor accepted; multiple or alternate bids will not be considered. All quotes must be submitted through the U3P (Utah Purchasing Portal) system by the due date of April 28, 2026, and the trailer must be available for delivery or local pickup in Utah by June 15, 2026. The Division of Purchasing prefers vendors located in Utah or within an eight-hour drive of Vernal, Utah, though out-of-state bids will be considered.

No set-aside designations or restrictions limiting responses to specific organization types, including disadvantaged enterprises, are noted in this solicitation. No incumbent vendors or current contractors are identified beyond the reference to the existing 2002 Jayco FEMA trailer being replaced. Vendors must comply with Utah Code requirements regarding economic boycotts and boycotts of the State of Israel, certify non-use of forced labor products, and confirm non-utilization of restricted foreign entities. All pricing information is public and cannot be classified as confidential, though non-pricing information may be protected through a Claim of Business Confidentiality form submission if vendors provide both redacted and non-redacted versions. Vendors are prohibited from communicating with procurement staff, evaluation committee members, or other associated individuals except the designated procurement officer. The project budget is capped at $39,000, which represents the maximum allowable cost for the trailer acquisition.
