About this opportunity

The State of Utah Division of Purchasing, on behalf of the Utah Division of Wildlife Resources, is seeking a contractor to perform aerial seeding services for 456 acres of burned lands near North Ogden, resulting from the Willard Peak Fire. The procurement is structured as a Request for Quotes (RFQ) with the primary objective of rehabilitating private and U.S. Forest Service lands through aerial seeding using either drone or helicopter applications. The contractor will apply a government-supplied seed mix containing grasses, forbs, and shrubs at approximately 6.61 pounds per acre, with key project goals including reducing future fire risk, minimizing noxious weed infestation, decreasing soil erosion, and restoring wildlife forage. All seeding operations must be completed by December 31, 2025, with earlier implementation strongly encouraged. Evaluation criteria will follow the Utah Procurement Code, focusing on responsiveness and lowest cost, with a strict requirement that vendors submit only a single primary bid. The RFQ was posted on December 4, 2025, with proposal responses due by December 11, 2025, and the question and answer period closing on the U3P platform prior to the submission deadline.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The solicitation appears open to any qualified vendor capable of performing the aerial seeding services using either drone or helicopter technology. No incumbent vendor information was provided, and no specific award value or precise budget range was disclosed in the documentation. Vendors must certify compliance with Utah's anti-boycott provisions and confirm they are not providing forced labor products or technology from restricted foreign entities. The State reserves the right to require background checks for vendors potentially accessing secure facilities or sensitive data. All submitted materials become the property of the State of Utah and may be evaluated by the designated bid evaluation committee. Pricing information is considered public and cannot be classified as confidential, though vendors may submit a Claim of Business Confidentiality form if providing a redacted version of their proposal.
