About this file
This Scope of Work document, issued by the State of Utah Department of Natural Resources Division of Wildlife Resources, outlines a Request for Quote for aerial seeding services to rehabilitate approximately 456 acres of private and U.S. Forest Service lands burned by the Willard Peak Fire in North Ogden, Utah in August 2025. The project seeks contractors to aerially seed the burn area using either drone or helicopter applications, with the nearest operational airports being Ogden-Hinckley Airport and Brigham City Municipal Airport. The contractor must complete all seeding operations by December 31, 2025, with earlier implementation strongly encouraged. The scope of work includes applying a government-supplied seed mix containing grasses, forbs, and shrubs at a rate of approximately 6.61 pounds per acre across the entire 456-acre area. The seeds will be pre-mixed and packaged in bags weighing 40 to 60 pounds, delivered at an agreed-upon time. Key project objectives include reducing future fire risk, minimizing noxious weed infestation, decreasing soil erosion, and restoring wildlife forage. The contractor is responsible for airspace coordination, notifying trail users of closures, ensuring safe implementation, monitoring application rates, and avoiding seeding during high-wind conditions.
The evaluation process follows the Utah Procurement Code with awards based on objective criteria emphasizing responsiveness and lowest cost. Multiple or alternate quotes will not be accepted, and any exceptions to the RFQ specifications must be protested in writing to the Division of Purchasing prior to the closing date. The government will provide all necessary seeds for project implementation, with the contractor bearing responsibility for safe and effective execution while maintaining close communication with the project manager. No specific pricing terms, set-asides, incumbent information, or funding source details are outlined in this Scope of Work document.

STATE OF UTAH DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WILDLIFE RESOURCES
REQUEST FOR QUOTE
AERIAL SEEDING APPLICATION
1. Project:
Willard Peak Fire Rehabilitation- Aerial Seeding
1. Introduction
In August 2025, the Willard Peak Fire burned approximately 456 acres of private and U.S. Forest Service (USFS) lands in North Ogden, Utah. The Utah Division of Wildlife Resources is seeking bids to aerially seed the burned area. This can be done using either drone or helicopter applications. The nearest airports to the project site are Ogden-Hinckley Airport and Brigham City Municipal Airport.
Interested contractors are encouraged to familiarize themselves with the project site, considering the logistics of operations and its proximity to airspace and residential areas. The project must be completed before December 31, 2025.
1.1 Background
The Willard Peak Fire boundary includes popular hiking trails, such as the Bonneville Shoreline Trail, which are important for the community and local recreationalists. The area also contains vital wildlife habitats. Reseeding this land is essential for soil stabilization, maintaining habitat continuity, and protecting existing recreational opportunities. The contractor will be responsible for coordinating airspace usage, notifying trail users of upcoming closures, and addressing all public safety concerns during implementation.
1.2 Scope of Work
The primary goal of this project is to restore the area affected by the Willard Peak Fire. The specific objectives include: 1. Reducing future fire risk. 2. Minimizing the infestation of noxious weeds in the burn scar. 3. Decreasing soil erosion. 4. Restoring forage for wildlife.
The seed mix will contain a blend of grasses, forbs, and shrubs, and will be applied at a rate of approximately 6.61 pounds per acre over a total of 456 acres. The seeds will be provided by the government and delivered at an agreed-upon time. They will be pre-mixed and packaged in bags weighing between 40 and 60 pounds.
The contractor is responsible for monitoring conditions during the implementation of the project to ensure that the seeds are applied at the correct rate. Additionally, the contractor must avoid applying the seeds during high winds.
1.3 Requirements
The government will supply the necessary seeds for the project's implementation. It is the contractor's responsibility to ensure that the project is executed safely and effectively, taking into account all required coordination with local authorities and airspace usage. The contractor must also ensure that the conditions during implementation are optimal for achieving the project's goals and the desired seed rate. The project must be completed by December 31, 2025.
2. Compliance
The project manager and selected contractor will work closely together to ensure good communication and expectations during project implementation.
4. Project Timeline
The project must be completed by December 31, 2025, at the latest. Earlier implementation is highly encouraged.
