About this opportunity

This Invitation for Bids (IFB) issued by the State of Utah Division of Purchasing on behalf of the Division of Wildlife Resources seeks a single contractor to provide comprehensive maintenance services for ultraviolet (UV) systems at state fish hatcheries. The primary locations for service are Kamas Fish Hatchery (three DeNora Model JS00073-100 units), Springville Fish Hatchery (three Trojan UV 3000 Plus units), and Mammoth Creek Fish Hatchery (two Trojan UVLogic reactors), with potential expansion to facilities in Fountain Green and Logan. Required services include bi-annual preventative maintenance at Kamas and Springville, annual scheduled maintenance at Springville, full-service visits in 2027 and 2029 at Mammoth Creek, and on-demand emergency repair support at all locations. Deliverables and key objectives encompass detailed itemized service reports following each visit, ensuring units operate in Auto mode post-service, maintaining biosecurity protocols, and providing phone support for troubleshooting. Contractors must demonstrate a minimum of five years of experience with UV vessel units and coordinate all maintenance activities with hatchery personnel to minimize operational disruption. The contract term is five years with pricing guaranteed for the first two years; price increase requests will be considered thereafter subject to approval by the Director of the Division of Purchasing. The proposal due date is March 23, 2026, with questions to be submitted during the designated question and answer period through the Utah Procurement Services (U3P) portal. No mandatory site visit is required prior to bidding; however, potential bidders are strongly encouraged to conduct their own site inspections at their discretion.

The solicitation documents do not specify set-aside designations or restrictions limiting eligible organization types, indicating the opportunity is open to all responsive and responsible vendors meeting the mandatory minimum requirements. No incumbent vendors or current contractors are identified in the posted materials. The contract award will be made to the lowest cost responsive and responsible vendor based on objective mandatory minimum requirements and comprehensive five-year cost breakdowns itemizing labor costs by service type and hourly rates for additional repairs. Contractors procuring parts are subject to markup limitations (10% maximum for Springville and 15% maximum for Mammoth Creek), though all replacement parts are to be procured through a separate state contract. Detailed travel costs for each hatchery location must be itemized in proposals, and contractors must use manufacturer-approved parts only. No specific budget range or award value is disclosed in the available documentation.
