About this opportunity
The State of Utah Division of Purchasing and Division of Wildlife Resources is seeking an aerial seeding contractor for the Monroe Canyon Fire Rehabilitation/Restoration Treatments, covering approximately 15,337 acres across multiple land jurisdictions in Sevier County, Utah. The project requires GPS-equipped aircraft capable of maintaining an 80' seeding swath with 100% coverage, distributing approximately 212,119 lbs of seed across different land types, including BLM (7,200 acres), SITLA (675 acres), BIA (545 acres), and private lands (6,917 acres). Seeding rates will vary from 13.71 to 14.35 lbs per acre, with a strict implementation timeline from November 5th to November 19th, 2025. Contractors must transport seed from the GBRC Warehouse in Ephraim, Utah, and be prepared to adjust operations based on weather conditions, with seeding halted if wind speeds exceed 10 miles per hour. The procurement anticipates a single contract award to the lowest cost responsive and responsible vendor, with no mandatory pre-bid site visit, though potential bidders are strongly encouraged to inspect the project area.
There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. The solicitation includes comprehensive vendor prerequisites governed by Utah Code Annotated 63G-6a and Administrative Code R33, which require vendors to comply with anti-boycott provisions, restrictions on foreign entities, and potential background checks. Vendors must certify they are not engaged in economic boycotts and may be subject to additional security assessments. While no incumbent vendors are identified, the project involves a collaborative effort across multiple land management agencies including BLM, SITLA, BIA, and private landowners. Although a specific budget range is not explicitly stated, the project involves seeding approximately 15,337 acres with seed costs and aerial application services. Vendors must guarantee pricing for the entire 14-calendar-day contract period, with the understanding that some project areas may be delayed or removed pending final seed and funding source approvals.
