About this file
This document is a Scope of Work for the Monroe Canyon Fire Low Elevation Aerial Seeding Project, involving the Utah Division of Wildlife Resources (UDWR), State and Institutional Trust Lands (STLA), and the Bureau of Land Management (BLM) Richfield Field Office. The project involves aerial seeding approximately 15,337 acres in Sevier County, Utah, across BLM, Private, BIA, and SITLA lands, with different seeding rates per land type ranging from 13.71 to 14.35 lbs/acre. The seeding is scheduled to occur between November 5th and November 19th, 2025, with contractors required to use GPS-equipped aircraft capable of maintaining an 80' seeding swath width and ensuring 100% coverage. A pre-work conference will be held to review project specifications, and contractors must coordinate closely with UDWR/BLM/STLA to determine optimal seeding timing.
Pricing for the project will be submitted on a per-acre basis, with approximately 212,119 lbs of seed to be provided in 1,250-1,300 lb fertilizer sacks. Contractors are responsible for seed transportation from the GBRC Warehouse in Ephraim, Utah, and must be capable of meeting specified seeding requirements. The project may experience delays or modifications pending seed and funding source approvals. Seed will consist of a mixture of grasses, forbs, and shrubs, and seeding will be contingent on weather conditions, with operations potentially postponed if wind speeds exceed 10 miles per hour. The Utah Division of Wildlife Resources will have final authority over payments for aerial services.

MONROE CANYON FIRE LE (Low Elevation)
AERIAL SEEDING PROJECT SPECIFICATIONS - 2025
Projects: Monroe Canyon Fire Rehabilitation LE Project 2025.
General:
Utah Division of Wildlife Resources (UDWR), State and Institutional Trust Lands (STLA) and the Bureau of Land Management (BLM) Richfield Field Office is acquiring services for aerial seeding as part of the above-mentioned project. This aerial seeding project is in association with the Monroe Canyon Fire Restoration Treatments. Aerial seeding will need to be completed before implementation of the projects can begin.
Description of Work:
Furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to aerial seed a total of approximately 15,337 Acres for Habitat Restoration occurring in Central Utah. Project is located in Sevier County.
Location:
This project is located in Sevier County; this project is located on BLM, Private, BIA and SITLA Lands. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.
Acreage: 7,200 acres total @ 13.87 lbs/acre. (BLM Portion) 675 acres total @ 14.35 lbs/acre. (SITLA Portion) 545 acres total @ 13.98 lbs/acre. (BIA Portion) 6,290 acres total @ 13.71 lbs/acre. (Private Portion – East Side) 627 acres total @ 13.75 lbs/acre. (Private Portion – West Side)
Total Acres to be seeded: 15,337
**Some aspects of this project maybe delayed or removed, as seed and funding sources are still being approved for this project.
Airports: Above mentioned projects can be flown from the Richfield UT, Airport. It is the contractor’s responsibility to identify and secure the locations they wish to fly from.
Pricing: Bids are to be submitted on a cost per acre basis.
Seeding Rate:
Primary Seed Mixes will be applied at bulk rates specified above. Seed mixed will include a mixture of grasses, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.
GPS Technology:
The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. DWR, SILTA or BLM will provide to the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.
Seed Application:
The Contractor shall certify to UDWR, SILTA and or BLM they have the capability to meet the requirements of the request for quote prior to performing any aerial work.
Radio Communication:
The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.
Total Weight:
Approximately 212,119 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to off load and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs, shrubs.
Seeding Date: Seeding should start on or before November 5th, 2025 and should be completed by November 19th 2025. Seeding contractor will need to coordinate closely with UDWR/BLM/STLA to determine the best timing for the seeding.
Timing:
The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.
Seed Transport, Storage, and Handling:
It will be the responsibility of the contractor to pick up and deliver the required seed from the GBRC Warehouse in Ephraim, Utah to the designated airport the contractor is to fly from. The Contractor will need to make prior arrangements with the GBRC Seed Warehouse as to times and dates they are open so personnel can load the seed for transport. The government-furnished seed from the pickup point to the airport shall be the contractor’s responsibility for the protection from loss or damage during transport and delivery.
Pre-work Conference
1. Location: Meetings shall be held at the project site, or as determined by the
Project Manager
2. Notification: A pre-work conference will be held prior to the start of work. The
Contractor will be notified in advance of the meeting time, date and place. The purpose will be to review required work, project drawings and specifications of the contract.
3. Attendance: The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
4. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for each project and present the work schedule requested in the specifications.

1. Meeting shall be held at the project site, or as determined by UDWR, SILTA and or BLM.
2. The Contractor shall require the UDWR, SITLA or BLM to be present during this inspection.
Acreage Measurement and Payment:
This is an UDWR contract that maybe inspected by UDWR, STLA and or BLM Employees or Project Manager. UDWR will have final authority over payments for aerial services.
