About this opportunity
The State of Utah Division of Purchasing and Division of Wildlife Resources is seeking bids for a new floating breakwater installation at Strawberry Marina through Invitation for Bid (IFB) BD26-39. The project requires constructing and installing a new breakwater section measuring approximately 160 feet long and 8 feet wide, replacing an existing broken breakwater by June 15th, 2026. Bidders must provide a comprehensive design and installation plan utilizing Forest Service-approved engineering specifications, with primary construction using wood framing and incorporating a hinged design with plate steel components. The decking must use Trex-style materials matching existing courtesy docks, with potential salvage and reuse of current decking. Critically, vendors must submit a detailed maintenance plan guaranteeing a minimum 10-year service life for the new breakwater. The bid submission deadline is November 4th, 2025, with a contract period extending from award date until June 15th, 2026. While a mandatory site visit is not scheduled, potential bidders are strongly recommended to inspect the project site to understand local conditions that might affect contract performance.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly detailed in the procurement documents. Vendors must comply with several mandatory certifications, including anti-boycott provisions and restrictions on foreign entities and forced labor. Potential bidders will need to demonstrate technical compliance, including possible security assessments and technological standards verification. The procurement anticipates a single contract award to the lowest cost responsive and responsible vendor, though specific budget ranges were not disclosed in the available documentation. Vendors must guarantee pricing for the entire contract duration and are subject to strict communication protocols, with all inquiries directed exclusively to the designated procurement officer. The project requires integration with existing underwater anchors and anchoring winches at the Strawberry Reservoir Marina, suggesting a need for technical compatibility and precise engineering execution.
