About this opportunity
The State of Utah Division of Purchasing, in conjunction with the Division of Wildlife Resources, is seeking an aerial herbicide application contractor for the Clarks Valley and Mud Springs areas near Price, Utah. The Invitation for Bid (IFB) BD26-35 solicits a vendor to provide comprehensive herbicide treatment for 5,841.3 acres, specifically targeting noxious and invasive non-native species like cheatgrass. The project requires aerial application using helicopters, fixed-wing aircraft, or UAS aircraft, applying indaziflam and imazapic herbicides between October 15th and November 15th, 2025. Contractors must utilize CP nozzles with 500-700 micron size, employ GPS-equipped aircraft to ensure 100% coverage, and begin applications by 7:00 a.m. to minimize wind drift. Bidders must demonstrate prior experience in aerial herbicide application, with negative references potentially resulting in bid denial. The procurement is set to award a single contract to the lowest cost responsive and responsible vendor, with a mandatory requirement to guarantee pricing for the contract's duration. The bid is due on October 20th, 2025, and while no mandatory site visit is scheduled, potential bidders are strongly recommended to inspect the site to understand local conditions that might impact contract performance.
No specific set-aside designations or restrictions for disadvantaged enterprises were identified in the procurement documents. The solicitation does not list incumbent vendors or specify existing infrastructure requirements for integration. Bidders must comply with state vendor prerequisites, including anti-boycott certifications, restrictions on foreign entities, and potential technology governance requirements. Vendors must also adhere to specific communication protocols, communicating only with the designated procurement officer. While a precise award value is not specified, the contract covers 5,841.3 acres of herbicide treatment, with bids to be submitted on a cost-per-acre basis. The contractor will be responsible for supplying all necessary chemicals and equipment. The government reserves the right to postpone operations if wind speeds exceed 10 miles per hour, and all questions must be submitted in writing through the solicitation's Q&A board to maintain procurement transparency and fairness.
