About this opportunity
The State of Utah Division of Purchasing, in conjunction with the Utah Division of Wildlife Resources, is seeking a contractor for an aerial seeding project covering 3,927 acres across Sanpete, Millard, and Piute counties. The procurement is structured as an Invitation for Bid (IFB) with the primary objective of habitat restoration across six distinct project areas: Red Canyon West, Three Knolls, Gap Fire Rehabilitation, Sanpitch Mountains, Rocky Ford Mastication, and additional designated locations. Contractors must utilize GPS-equipped aircraft capable of maintaining an 80-foot seeding swath and applying seed mixes consisting of grasses, forbs, and shrubs at rates between 9.95 to 15.87 pounds per acre. The project requires contractors to manage approximately 47,421 pounds of government-provided seed and operate within strict parameters, including seeding only when wind speeds are below 10 miles per hour. Bidders must provide radio communication systems, certify project capabilities, and coordinate closely with multiple land management agencies including BLM, UDWR, and State and Institutional Trust Lands.
The solicitation does not specify explicit set-aside designations or restrictions on vendor participation. The contract will be awarded to the lowest cost responsive and responsible vendor, with pricing to be guaranteed for the entire contract duration from award date until October 16th, 2025. While specific budget ranges are not detailed, the project involves bidding on a cost-per-acre basis across multiple geographic zones. Potential bidders can utilize operational bases in Redmond and Junction, Utah, and are strongly recommended to inspect project sites, though a mandatory site visit is not required. The procurement emphasizes vendor compliance with state procurement regulations, including certification that vendors are not engaged in economic boycotts and can meet all technical and operational requirements. The total project scope encompasses lands owned by BLM, private entities, and State and Institutional Trust Lands, with precise location maps provided for each project area in the attached documentation.
