About this file

The document is a Project Specifications file for the Fillmore/Richfield Bureau of Land Management (BLM) Aerial Seeding Project for 2025, involving the Utah Division of Wildlife Resources (UDWR) and State and Institutional Trust Lands (STLA). The project encompasses aerial seeding across approximately 3,927 acres in Millard, Sanpete, and Piute Counties, with multiple sub-projects including Red Canyon West, Three Knolls, Gap Fire Rehabilitation, Sanpitch Mountains, and Rocky Ford Mastication. The aerial seeding is planned to occur between October 7th and October 16th, 2025, with contractors required to use GPS-equipped aircraft capable of seeding at specified rates and maintaining an 80-foot seeding swath width. Contractors will be responsible for loading and managing approximately 47,421 pounds of seed provided by the government agencies.

The project will be bid on a cost-per-acre basis, with seed mixes consisting of grasses, forbs, and shrubs applied at varying rates per project area (ranging from 9.95 to 15.87 pounds per acre). The seeding will take place on BLM, private, and STLA lands, with specific location maps provided for each project area. Airports in Redmond and Junction, Utah, can be used as operational bases. The Gap Fire Project is tentatively included but may be delayed pending seed and funding approvals. Contractors must provide radio communication systems, certify their capability to meet project requirements, and coordinate closely with UDWR/BLM/STLA. Wind conditions will be closely monitored, with seeding operations postponed if wind speeds exceed 10 miles per hour.

FILLMORE/RICHFIELD BLM

AERIAL SEEDING PROJECT SPECIFICATIONS - 2025

Projects: Red Canyon West, Three Knolls, Gap Fire Rehabilitation, Sanpitch Mountains Mastication and Rocky Ford Aerial Seeding Projects 2025.

General:

Utah Division of Wildlife Resources (UDWR), State and Institutional Trust Lands (STLA) and the Bureau of Land Management (BLM) Richfield/Fillmore Field Office is acquiring services for aerial seeding as part of the above-mentioned projects. These aerial seeding projects include mechanical mastication and fire restoration treatments. Aerial seeding will need to be completed before implementation of the projects can begin.

Description of Work:

Furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to aerial seed a total of approximately 3,927 Acres for Habitat Restoration occurring in Central Utah. Projects are located in Sanpete, Millard and Piute Counties.

Location:

This project is located in Millard, Sanpete and Piute Counties; this project is located on BLM, Private and SITLA Lands. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.

Acreage: 1,321 acres total @ 12.05 lbs/acre. (Red Canyon West Bullhog Project) 708 acres total @ 11.58 lbs/acre. (Sanpitch Mountains Bullhog Project) 467 acres total @ 10.99 lbs/acre. (Three Knolls Bullhog Project) 504 acres total @ 15.87 lbs/acre. (Gap Fire Rehab Project/BLM) 166 acres total @ 15.69 lbs/acre. (Gap Fire Rehab Project/Private & STLA) 761 acres total @ 9.95 lbs/acre. (Rocky Ford Mastication Project)

Total Acres to be seeded: 3,927

**The Gap Fire Project maybe delayed and or removed, as seed and funding sources are still being approved for this project.

Airports: Above mentioned projects can be flown from the Redmond UT and Junction UT, Airports. It is the contractor’s responsibility to identify and secure the locations they wish to fly from.

Pricing: Bids are to be submitted on a cost per acre basis.

Seeding Rate:

Primary Seed Mixes will be applied at bulk rates specified above. Seed mixed will include a mixture of grasses, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.

GPS Technology:

The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. DWR or BLM will provide to the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.

Seed Application:

The Contractor shall certify to UDWR and or BLM they have the capability to meet the requirements of the request for quote prior to performing any aerial work.

Radio Communication:

The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.

Total Weight:

Approximately 47,421 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to off load and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs, shrubs.

Seeding Date: Seeding should start on or before October 7th, 2025 and should be completed by October 16th 2025. Seeding contractor will need to coordinate closely with UDWR/BLM/STLA to determine the best timing for the seeding.

Timing:

The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.

Seed Transport, Storage, and Handling:

UDWR, STLA and or BLM will load and transport the government-furnished seed from the pickup point to the worksites and shall be responsible for its protection from loss or damage during transport. Once the seed arrives at worksite it shall be placed in the custody of the contractor.

Pre-work Conference

1. Location: Meetings shall be held at the project site, or as determined by the Project Manager

2. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of the meeting time, date and place. The purpose will be to review required work, project drawings and specifications of the contract.

3. Attendance: The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

4. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for each project and present the work schedule requested in the specifications.

Progress Meetings

1. Location: Meetings shall be held at the project site, or as determined by UDWR and or BLM.

2. Notification: either the UDWR or BLM or the Contractor may call Meetings.

Request shall state who should attend.

Final Inspection Meeting:

1. Meeting shall be held at the project site, or as determined by UDWR and or

BLM.

2. The Contractor shall require the UDWR or BLM to be present during this inspection.

Acreage Measurement and Payment:

This is an UDWR contract that maybe inspected by UDWR, STLA and or BLM Employees or Project Manager. UDWR will have final authority over payments for aerial services.
