Substantial completion is due 180 calendar days from notice to proceed, with a final completion window of 30 additional days; liquidated damages are $500 per day for delays beyond substantial completion.
Bids must include 5 percent bid security. Progress payments are 95 percent of completed work value with 5 percent retainage until substantial completion.
