About this opportunity
The State of Delaware, Office of Management and Budget, Division of Facilities Management is requesting sealed bids for the Baylor Women's Correctional Institution Infirmary Expansion in New Castle, Delaware under ITB, with bids due August 20, 2026 at 1:00 p.m. through the Bonfire Portal and a mandatory pre-bid meeting on July 27, 2026 at 10:00 a.m. at the Haslet Armory in Dover. Attendance at the pre-bid meeting is a prerequisite for bidding. This is a public works project subject to Delaware prevailing wage requirements under Title 29, Chapter 69, with 2025 certified prevailing wage rates binding all contractors and subcontractors.
The project scope encompasses approximately 15,300 gross square feet: renovation of an existing 4,300-square-foot infirmary and construction of an 11,000-square-foot new addition. Work is structured in two phases, with new construction as Phase One and renovation (including minor work in the existing warehouse section) as Phase Two. The addition will provide expanded space for Administration, Inpatient, and Outpatient functions, with sitework required to accommodate the new facility. The architectural drawings and detailed specifications are available from Tetra Tech, Inc. (the project architect and manager) for a nonrefundable $100 fee.
The contract is awarded to the lowest responsive and responsible bidder within thirty days of bid opening, unless the agency elects to award on a best-value basis. The successful bidder must execute the contract within twenty days of award notification. Bid security of ten percent of the bid amount (including all additive alternates) is required. Performance and payment bonds equal to 100 percent of the contract price are mandatory upon execution. A $500,000 contingency allowance must be included in the base bid for Owner discretion. All work must comply with the 2021 International Building Code and International Existing Building Code. Contractor personnel are subject to criminal background checks and security screening; work in existing buildings is limited to 7:00 a.m. to 3:00 p.m., Monday through Friday. Mandatory drug testing programs and craft training (journeyman and apprentice levels where applicable) are required. The contract will be executed on AIA Document A101-2017. Bidders must include a completed subcontractor list, non-collusion statement, drug testing program affidavit, and contractor qualifications affidavit. Bids that account for price increases from tariffs, international events, inflation, or supply chain interruptions will be rejected; change orders based on these factors will be denied.
