About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for 450 access keys to the web-based Riverside Score System, a tool enabling Early Childhood Intervention program subrecipients to score the Battelle Developmental Inventory, Third Edition (BDI-3) developmental assessments, with responses due August 5, 2026 at 10:30 a.m. Central Time and questions due July 27, 2026.

This is a firm fixed-price IFB. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any awarded contract. The contractor must deliver service Monday through Friday, 8 a.m. to 5 p.m. Central Time, with four-hour response times to standard service calls and one-hour emergency response times. Contractor personnel must have a minimum of five years of relevant experience, with assigned personnel possessing at least three years of relevant experience.

The initial contract term is one year from the award date, with HHSC holding an option to extend for up to one additional year. The anticipated contract start date is September 2026. Pricing must be submitted for all 450 access keys in US dollars on the provided Exhibit C Pricing Sheet. Unit pricing must be all-inclusive, covering labor, equipment, materials, supplies, and related expenses.

The contractor bears all costs for background checks, insurance (workers' compensation, commercial general liability, professional liability, and umbrella coverage with minimum limits specified), training, equipment, and personnel substitution. Award is contingent on best value determination by the HHSC Executive Commissioner and requires submission of completed Exhibit A (HHS Solicitation Affirmations) and the Exhibit C Pricing Sheet; failure to submit any mandatory document results in bid disqualification.

Responses must comply with Exhibit A affirmations and certifications, including compliance with Texas and federal law, E-Verify participation, human trafficking prohibitions, cybersecurity training, and AI disclosure requirements. No guaranteed volume or compensation is provided. All contracts remain subject to appropriations and fund availability. Responses remain binding offers for 240 days from submission. Bidders may submit electronically through the HHS Online Bid Room or through alternative methods specified in the solicitation package.
