About this opportunity

The State of West Virginia, through Barbour County, is soliciting competitive bids for barber services to be provided at the Tygart Valley Regional Jail & Correctional Facility (TVRJ) located at 400 Abbey Road, Belington, West Virginia. The Tygart Valley Regional Jail seeks an open-end contract to provide inmate haircuts on an as-needed basis, with an estimated 350 haircuts per month at a facility housing approximately 486 inmates. Barber services must be provided on Monday evenings from 6:00 p.m. to 10:00 p.m., with Tuesday available as a makeup day if Monday services are incomplete, and each inmate is limited to one haircut per month. The vendor must be licensed as a barber or cosmetologist, pass a background check, and maintain good standing with the West Virginia Secretary of State's Office prior to contract award. All vendors must supply their own tools and supplies, perform services for both male and female inmates using clippers or trimmers only (scissors are prohibited within the correctional facility), and are responsible for all travel costs and mileage, which may be incorporated into the quoted flat fee but will not be reimbursed separately. The contract award will be made to the vendor offering the lowest overall total cost based on a per-haircut pricing model submitted on the required price sheet exhibit. The solicitation closing date and bid submission deadline is April 19, 2022, at 2:30 p.m., with a mandatory pre-bid meeting required prior to bid opening; questions regarding the solicitation must be submitted by April 12, 2022, at 2:00 p.m. The contract term is established for one initial year with up to three successive one-year renewal periods contingent upon mutual written consent of both the agency and vendor.

No set-asides or restrictions limiting bidder eligibility to disadvantaged enterprises or specific organization types are documented in the solicitation materials. The solicitation materials do not identify any incumbent vendors or current contractors, nor do they reference any existing infrastructure or technology requiring integration. All vendors must submit a notarized Drug Free Workplace Conformance Affidavit in compliance with West Virginia Code 21-1D-5 and a completed West Virginia State Purchasing Affidavit affirming they are not in default on monetary obligations owed to the state or its political subdivisions; failure to include these required affidavits will result in automatic bid disqualification. Vendors must also acknowledge receipt of all addenda issued with the solicitation and submit bids electronically through wvOASIS or in sealed form by the specified deadline. The apparent successful vendor must provide a performance bond equal to 100% of contract value and a labor/material payment bond equal to 100% of contract value prior to contract award. No specific award value or budget range is disclosed in the solicitation materials, as pricing will be determined through the competitive bidding process with invoicing submitted monthly in arrears and payment rendered monthly for services performed and accepted during the previous month.
