About this file

This specification document is a Request for Quotation for barber services issued by the Tygart Valley Regional Jail and Correctional Facility located at 400 Abbey Road, Belington, West Virginia. The solicitation seeks an open-end contract to provide inmate haircuts at the facility, which has a capacity of 486 inmates with an estimated 350 haircuts per month. Barber services must be provided on Monday evenings from 6:00 p.m. to 10:00 p.m., with Tuesday available as a makeup day if services are not completed on Monday. Each inmate is limited to one haircut per month. The vendor must be licensed as a barber or cosmetologist, pass a background check, and be registered with the State of West Virginia in good standing with the Secretary of State's Office prior to contract award. All vendors must supply their own tools and supplies, perform services for both male and female inmates, and use clippers or trimmers only, as scissors are prohibited within the correctional facility.

Pricing shall be submitted on a per-haircut basis, with the contract awarded to the vendor offering the lowest overall total cost. Invoicing must be submitted monthly in arrears and must include the date of services, master contract number, and the vendor's complete address. Payment will be rendered monthly for all services performed and accepted during the previous month. The vendor is responsible for all travel costs, mileage, and travel time associated with performance of the contract, and these costs may be incorporated into the quoted flat fee but will not be reimbursed separately by the agency. Vendors are prohibited from subcontracting barber services, and failure to perform services in accordance with the specifications or to comply with applicable laws and facility requirements constitutes vendor default, which may result in immediate contract cancellation.
