About this opportunity

The State of Utah Division of Purchasing is requesting proposals to establish a new "Ballistic Glass and Panels" category under its existing Window Security Products Portfolio, with proposals due September 29, 2026, and the potential for multiple awards. The RFP is a cooperative contract (SB27-1) open to state government departments, political subdivisions including school districts and counties, cities, colleges, nonprofits, and federal agencies authorized under Utah law.

Products and services include ballistic glass, security glazing, overglaze panel systems, armored core aluminum security framing, hollow metal ballistic doors, and opaque modular ballistic panels. All products must meet UL 752-23 (Level 7) or ASTM F3279-24 (Level 4) ballistic protection standards and ASTM F3561 (Level 3 minimum) forced-entry standards. Vendors must employ certified installers meeting National Glass Association or equivalent training standards, maintain liability insurance of at least $1 million per occurrence and $3 million aggregate, and secure bonding if contract value exceeds $50,000. Vendors must guarantee pricing for one year and respond to inquiries within three business days. State Security Chief approval of all testing results and product installations is required.

The evaluation is tiered: vendors must meet all mandatory minimum requirements to proceed to technical evaluation; achieve at least 585 of 780 available technical points (covering compliance, certifications, installation procedures, installer qualifications, testing, response timelines, and warranties across seven equally weighted categories at 65 points each) to advance to cost evaluation; and accumulate at least 800 of 1,000 combined points (75% technical, 25% cost) to receive a contract award. Cost evaluation covers fully burdened hourly rates for certified installers, project managers, and laborers; material pricing per square foot, linear foot, or unit; and mileage reimbursement limited to travel exceeding 90 miles from the vendor's primary facility. The lowest-bidder formula awards 100% of cost points to the lowest price, with all others receiving proportional points.

The contract expires May 6, 2029, aligning with the current portfolio timeline. An administrative fee of 0.10% applies to all net purchases. Pricing must be submitted separately from technical responses. The State does not guarantee any purchase volume.
