About this file
This is a pricing and evaluation attachment file related to a Request for Proposal issued by the State of Utah Division of Purchasing for Ballistic Glass and Panels products to be added under the existing Window Security Products Portfolio. The RFP may result in multiple contract awards based on a tiered evaluation methodology. To proceed to technical evaluation, vendors must meet all mandatory minimum requirements. Vendors must then score at least 585 of 780 available points in the technical evaluation to advance to cost evaluation. The contract term expires with the current portfolio contracts on May 6, 2029, and vendors must guarantee pricing for one year from contract award.
Vendors receiving a combined score of at least 800 of 1,000 total available points (combining technical and cost evaluation scores) will be awarded a contract. The State of Utah will charge an administrative fee of 0.10% (one-tenth of one percent) on all purchases made under the awarded contract. This attachment file contains the detailed scoring rubric, pricing evaluation criteria, or cost comparison methodology used to determine final contract awards under this RFP.
