About this file
This is a Technical Criteria Evaluation Attachment for a Request for Proposal (RFP) issued by the State of Utah Division of Purchasing to establish a contract for Ballistic Glass and Panels under the existing Window Security Products Portfolio. The RFP may result in multiple awards and seeks vendors capable of providing ballistic glass, security panels, and related installation services that meet specified federal and industry standards, including UL 752-23 Threat Level UL-RF-E, ASTM F3279-24 Level 4, and ASTM F3561 Level 3 certifications. Vendors must demonstrate bonding capacity, liability insurance coverage of at least $1,000,000 incident/$3,000,000 aggregate, and employ installers holding National Glass Association or equivalent training certifications. The contract will expire concurrent with the current portfolio contracts on May 6, 2029, with pricing guaranteed for one year from the award date.
The evaluation process employs a two-stage scoring methodology: vendors must first satisfy seven mandatory minimum requirements covering bonding, insurance, certifications, and testing documentation; those passing this stage must then achieve a minimum of 585 of 780 available technical points to advance to cost evaluation. Final contract awards require a combined score of at least 800 of 1000 total points (technical and cost combined). The RFP permits vendors to respond to detailed technical questions across seven categories addressing compliance, specifications, installation procedures, installer qualifications, security testing, response timelines, and warranty requirements, each valued at 65 points. Cost evaluation is conducted using a separate attachment with a maximum of 220 points. The State of Utah will assess an administrative fee of 0.10 percent on contract awards, and vendors are instructed to exclude all pricing information from technical responses and may not assume preferential treatment based on existing state contracts.

Solicitation SB27- 1 Ballistic Glass and Panels
PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.
Evaluation Process: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.
Possible Technical Criteria evaluation points: 780 Minimum Technical criteria evaluation points to advance to the cost evaluation stage: 585 Possible Cost Points on Attachment C: 220 Points required for Contract Award: 800/1000
VENDOR INSTRUCTIONS:
