SB27-1 Ballistic Glass and Panels RFP Evaluation Scoresheet

This is an RFP Evaluation Scoresheet for Solicitation SB27-1 issued by the State of Utah Division of Purchasing to establish a contract for ballistic glass and panels as a new category under the existing Window Security Products Portfolio. The RFP may result in multiple awards and seeks vendors capable of providing ballistic glass, overglaze panel systems, and security film products that meet UL752-23, ASTM F3279-24, and ASTM F3561 testing standards. The contract will expire on May 6, 2029, aligning with the current portfolio contracts, and vendors must guarantee pricing for one year. No specific response date or site visit information is included in the evaluation scoresheet document.

The evaluation process employs a two-stage qualification system followed by cost assessment. Vendors must first satisfy all mandatory minimum requirements, including submission of completed cost sheets and technical criteria responses. Those meeting mandatory requirements proceed to technical evaluation, where they must score at least 585 of 780 available points across 12 scoreable criteria weighted equally at 8.33 percent each, covering bonding capacity, compliance and project management, certification documentation, testing coordination, site assessment methodology, installation disruption mitigation, installer certifications, staff clearance tracking, documentation management, timeline management, warranty coverage, and claims processes. Vendors achieving at least 800 of 1,000 total points (combining 75 percent technical evaluation points and 25 percent cost evaluation points) will be awarded contracts. Cost points are allocated using a low-bid formula where the lowest-priced proposal receives 100 percent of cost points, and other proposals receive proportional points based on their price relative to the lowest bid. An administrative fee of 0.10 percent applies to all contract awards.
