About this file

This is a cost evaluation sheet and attachment document for a Ballistic Glass and Panels category solicitation (SB27-1) issued by the State of Utah Division of Purchasing for inclusion in an existing Window Security Products Portfolio. The RFP seeks vendors to provide ballistic glass, security film systems, overglaze panel systems, armored core aluminum security framing, hollow metal ballistic doors, and opaque modular ballistic panels. Products must meet specified standards including UL 752-23 (Level 7) or ASTM F3279-24 (Level 4) for ballistic protection and ASTM F-3561 (Level 3 minimum) for forced-entry standards. The contract may result in multiple awards and will expire on May 6, 2029, with vendors required to guarantee pricing for one year. Vendors must achieve a minimum of 585 of 780 available technical evaluation points to proceed to cost evaluation and must ultimately score at least 800 of 1000 total points (technical plus cost) to be awarded a contract.

The cost evaluation is structured around three required components: fully burdened hourly rates for certified lead installers/glaziers, assistant installers/general laborers, and project managers; material pricing for six categories of ballistic protection products priced per square foot, linear foot, or flat rate per unit; and mileage charges for travel exceeding 90 miles from the vendor's shop location. The attachment includes optional charts for additional contractual fees (including security testing, performance bonds, equipment rental, and shipping) and value-add items with minimum discount requirements applied to public pricing or MSRP. Cost points are allocated from a total of 220 available points, with the lowest proposed price receiving 100% of cost points and all other vendors receiving proportional points based on the formula: Cost Points × (Lowest Proposed Price/Proposed Price). An administrative fee of 0.10% applies to the awarded contract. All yellow boxes in the evaluation charts must be completed for the proposal to be considered responsive and eligible for evaluation.
