This is a Scope of Work document issued by the State of Utah Division of Purchasing establishing a new "Ballistic Glass and Panels" category under the existing Window Security Products Portfolio through a cooperative contract solicitation (SB27-1). The solicitation seeks to identify and establish multiple award contracts with qualified vendors to provide ballistic glass, security glazing, and overglaze panel systems compliant with Utah Administrative Rule R698-13. Eligible users include state government departments, institutions, agencies, political subdivisions such as colleges, school districts, counties, and cities, as well as nonprofit organizations and federal agencies authorized to participate in State Cooperative Contracts. The products and services are intended for mid-to-high-level threat scenarios in K-12 schools, higher education buildings, hospitals, and government buildings. Awarded contracts will align with the existing portfolio's timeline with an expiration date of May 6, 2029. Vendors must meet all mandatory minimum requirements and score at least 585 of 780 available points in technical evaluation to proceed to cost evaluation, with total scores of at least 800 of 1000 combined points required for contract award.
Vendors must provide comprehensive pricing in Attachment C covering all products, services, and fees, with shipping charges listed separately as F.O.B. Destination and mileage reimbursement limited to travel exceeding 90 miles from the vendor's primary facility. Vendors may offer percentage discounts from MSRP or public pricing, which become minimum discounts for the contract's duration, with pricing verification available through catalogs or public websites. An administrative fee of 0.10% applies to the contract. All vendors must provide current Certificates of Liability Insurance naming the State of Utah as additional insured, obtain bonds if contract value exceeds $50,000, provide detailed warranties covering materials and labor, respond to inquiries within three business days, employ certified installers meeting National Glass Association or equivalent standards, and obtain State Security Chief approval of all testing results and product installations. Scope of Work Attachment B
Solicitation SB27-1 Ballistic Glass and Panels
1. Purpose
The purpose of this State of Utah Cooperative Contract will be for the benefit and use of all Eligible Users, which includes the State of Utah’s government departments, institutions, agencies, political subdivisions (e.g., colleges, school districts, counties, cities, etc.), and, as applicable, nonprofit organizations, agencies of the federal government, or any other entity authorized by the laws of the State of Utah to participate in State Cooperative Contracts.
a. This solicitation is to identify and establish multiple award contracts with qualified vendors for the provision of Ballistic Glass and Security Glazing as defined in Utah Administrative Rule R698-13. This solicitation is intended to add a new category “Ballistic Glass and Panels” as a new, distinct category under the existing Window Security Products Portfolio.
b. Any contracts awarded through this solicitation will be aligned with the existing portfolio's timeline and will bear an expiration date of May 6, 2029.
If there are any current vendors in this portfolio awarded for this new category, the vendor’s current contract will be amended to incorporate the additional category.
c. This contract does not guarantee any sales.
d. Any awarded contract may be modified to incorporate new technology or technological upgrades related to the
Scope of Work throughout the term of the contract.
2. Anticipated Services and Background
a. It is anticipated that the awarded vendors will provide compliant ballistic glass, security glazing, and or overglaze panel systems with proof of security feature testing for (including, but not limited to) K-12 schools, Higher Education buildings, Hospitals, and Government Buildings to ensure adherence to Utah safety standards.
b. This portfolio has historically focused on standard glass safety options. This expansion will allow for solutions designed for mid-to-high-level threat scenarios, thereby enhancing current offerings and ensuring full compliance with evolving State security regulations.
3. Scope of Work
A. Requirements:
i. The Vendor must provide all permits, materials, labor, testing, and project management necessary for the proper installation of fully assembled doors, security windows, modular panels, or over-glazed panels to resist forced entry after an attempted breach with bullets.
ii. The Vendor must be prepared to provide a Bond for a contract exceeding $50,000, if required by the Eligible User.
iii. The Vendor must present their current Certificate of Liability Insurance, naming the State of Utah as an additional insured, and meeting the required coverage before any awarded contract can be executed. This document must be available to Eligible Users upon request.
iv. The Vendor must adhere to all federal, state, and local laws, specifically Utah Administrative Code R698-13.
B. Specifications for Glass:
All products must strictly comply with Utah Administrative Code R698-13 definitions and safety standards and have proof of testing before installation is scheduled.
To provide mid-to-high-level threat protection, the performance requirements for Ballistic Glass, Overglaze Panel Systems, and Security Film share the same core safety standards.
To be considered compliant, all proposed products must be certified as outlined below:
1. Certification Standards
A. For Ballistic Requirement (Must meet ONE of the following):
i. UL 752-23: Standard for Bullet-Resisting Equipment, Threat Level UL-RF-E from Table C1 (Legacy Level 7) (2023); OR
ii. ASTM F3279-24: Standard Test Method for Ballistic Resistant Security Glazing Materials, Threat and Performance Level 4, Ballistic Test Identity (BTI) R1-T1-C5-2L under Table 1, Ballistic Criteria (2021).
B. For Security / Forced-Entry Requirement Only. (Minimum standard to meet):
i. ASTM F3561: Standard Test Method for Forced-Entry-Resistance of Fenestration Systems After Simulated Active Shooter Attack, minimum level 3 of Table 2, Potential Energy of Impactor and Drop Height (2023).
2. Product-Specific Installation & Testing Rules
While the certification standards above apply universally to all products in this category, Vendors must adhere to the following product-specific application and testing rules:
i. Ballistic Glass: Replaces the total window; must meet the Certification standards above.
ii. Overglaze Panel Systems (Alternative to Total Replacement): Must be mounted over existing windows utilizing heavy-duty security framing and mechanical fasteners.
iii. Security Film Systems (Alternative to Total Replacement): Must be layered over existing windows and secured to the frame using a heavy-duty wet-glaze (e.g., DOWSIL 995, ½” x ½” triangular bead, or an equal quality alternative) or a mechanical attachment system.
Mandatory Assembly Testing: Vendors must test the entire proposed assembly (Single pane ¼” tempered glass + the exact film + the exact structural anchor method + the exact frame profile) in an authorized laboratory to prove it successfully meets the standards outlined in Section 3(b)1 of this document.
C. Installation Procedures: Installations must be completed with minimal disruption to instructional or business areas. The Vendor is responsible for site safety, establishing secure work perimeters, and ensuring complete cleanup of all materials and debris upon completion of daily work.
D. Qualified and Certified Installers: The Vendor must prove that all staff and installers hold the specific training certifications from the National Glass Association, formerly GANA, (ex: AMT) or equivalent, required by the respective manufacturers to correctly install ballistic glass and overglaze systems. Installers must also clear any Eligible User required background checks to be onsite.
E. Security Feature Testing: Before installation, the Vendor must provide documentation to the Eligible User that approved testing procedures were completed and that all materials to be installed successfully meet the forced-entry-resistance and/or ballistic benchmarks mandated by R698-13 and this RFP. Furthermore, this safety testing must be completed and proven on a minimum of a 4’ x 4’ test piece.
F. Timely Responses: The Vendor must respond to all Eligible User inquiries, quoting requests, and service calls within three business days. Clear project timelines must be established prior to the start of work and strictly adhered to.

Mileage charges are only permissible for mileage exceeding ninety (90) miles from the Vendor's primary shop or facility, and such qualifying travel is billed as a per mileage charge. Mileage must be calculated and invoiced strictly in accordance with the definitions and rates established in the approved Cost Sheet. No other travel-related fees, surcharges, or expenses shall be permitted or reimbursed under this Contract.
5. Pricing Information
A. The Vendor must provide pricing, or a way to determine pricing, for all products, services, and fees related to the scope of this agreement. Pricing will be detailed in Attachment C of this agreement.
B. Any shipping charges to the Eligible User must be a separate line item on all quotes and invoices and be labeled F.O.B. Destination.
C. The Vendor may offer a percent (%) discount from MSRP or from the Vendor’s public pricing on any of their goods or services, in which case, the % discount is for the life of the contract and is considered a minimum discount.
