The project scope includes sidewalk installation, associated grading, crosswalk construction, and installation of three ADA-compliant pedestrian ramps, with work items encompassing mobilization, maintenance of traffic, clearing and grubbing, utility relocation, concrete sidewalk installation (4-inch depth with 3,000 psi strength), detectable crosswalk warning materials, inlet protection systems, driveway adjustments, civil survey and layout, and engineering design and permitting. The contractor must comply with all federal, state, and local regulations, including current Americans with Disabilities Act standards, and must be actively registered in the System for Award Management (SAM.gov) at bid submission and throughout contract performance. A non-mandatory pre-bid conference is scheduled for April 29, 2026, at 10:00 A.M. at the Venetian Center, 1 Dozier Court, Leesburg, FL 34748, with written specification questions due by May 6, 2026, at 12:00 P.M. through the City's OpenGov eProcurement portal. The contract term is 60 calendar days for substantial completion, with liquidated damages of $904 per calendar day for delays beyond the completion date.

This HUD Community Development Block Grant (CDBG)-funded project requires compliance with Davis-Bacon Act prevailing wage determinations, federal labor standards, and all applicable HUD regulations; hourly wage rates for skilled and unskilled positions range from $15.08 to $33.61 per hour plus fringe benefits as established by Department of Labor wage determination SUFL2022-023. The solicitation requires bidders to submit a 5 percent bid bond with their proposal and demonstrate commitment to Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Small Business Enterprise utilization with supporting documentation, along with Letters of Intent from all proposed subcontractors. Required insurance documentation includes a $1,000,000 Commercial General Liability policy, $1,000,000 Business Automobile Liability coverage, and Workers' Compensation insurance, with a 10 percent maintenance bond equal to the contract amount required prior to final payment. The City reserves the right to purchase materials directly from vendors using tax-exempt status, with contract reduction by the net cost of such purchases plus associated sales tax savings. Payment terms are 95 percent upon invoice certification by the City's Public Works representative, with final payment contingent upon submission of evidence that all labor, materials, and claims have been paid. While the solicitation does not establish a specific budget range, the itemized price schedule encompasses eleven distinct work categories with unit price submission requirements for comprehensive bid evaluation and contract award determination.
