About this opportunity
Catalina Foothills Unified School District No. 16 in Tucson, Arizona is requesting bids on backflow testing and maintenance services and reclaimed water inspection, repair, and replacement work under IFB 27-03-32, with bids due November 5, 2026 at 2:00 p.m. Arizona Time. Bidders must hold current BPA and RC Tester Certification through the City of Tucson, an active Arizona contractor license in good standing, and an active business license — all certifications and licenses must accompany the bid submission or bids will be deemed non-responsive.
The scope covers annual testing and certification of approximately 52 backflow preventers district-wide and inspections at one reclaimed water site at Catalina Foothills High School. Testing addresses external and internal domestic water, irrigation, and fire prevention assemblies connected to Tucson Water Lines only; fire riser inspections are excluded. All testing and repairs must be performed outside normal school hours, on weekends, or during holidays with advance approval from the Facilities Department. Failed assemblies must be reported within 24 hours; repair or replacement estimates must be provided within two business days. Verbal approval from the Director of Facilities and Transportation is required for repairs exceeding $200 and all replacements.
The cost proposal must include unit prices for specified backflow preventer models (Wilkins, Watts, and Febco in various sizes), labor rates for regular business hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.) and after-hours/weekends/holidays, testing fees per assembly, repair labor rates, parts markup percentages, and freeze protection material pricing. Pricing shall be firm for the contract term. The contract is effective July 1, 2027 through June 30, 2028, with potential extension for up to four additional one-year terms if conditions are met and funding is available. The district does not guarantee minimum purchase volumes. Bidders must provide a minimum of five current local references, demonstrate local service capability with an on-site representative, and maintain proof of current insurance. Award will be made to the lowest responsible and responsive bidder.
