About this opportunity
The Orlando Utilities Commission is soliciting proposals for testing and repair services on residential and commercial backflow prevention devices under RFP PR 9186, with proposals due July 8, 2026 at 2:00 p.m. EST via electronic submission, and questions due June 12, 2026. Addendum No. 1 (June 24, 2026) extended the original June 30 deadline and clarified key personnel and material-supply terms; acknowledgment of this addendum is required for proposal responsiveness.
OUC maintains approximately 46,000 residential and 18,000 commercial backflow devices. The scope covers testing and repair of double check valve assemblies, reduced pressure zone devices, and pressure vacuum breaker assemblies across sizes ranging from 5/8 inch to 2 inches (residential) and 5/8 inch to 12 inches (commercial). All work must comply with AWWA Manual M-14, Fifth Edition (2024). At minimum, one qualified supervisor or project manager must hold a State of Florida Level III Distribution Systems Operator License; all field personnel must maintain active backflow testing and repair certifications. Residential work follows systematic weekly area routing; commercial work operates on a quarterly schedule with 45-day advance customer notification and a 45-day customer response window. OUC will supply backflow devices, test cocks, replacement parts, meter boxes with lids, and brass components; suppliers are responsible for all other materials, equipment, permits, traffic control, and site restoration, with costs fully loaded into unit pricing. Pricing must remain firm throughout the contract term and any renewal extensions. Commercial work orders not completed within the quarterly schedule are paid at 50% of unit pricing upon completion.
The contract term is three years with two optional one-year renewals, for a potential maximum of five years. Bidders must carry general liability insurance of $2,000,000 per occurrence and hold Fire Protection Contractor Class II certification where applicable. The RFP requires three references, subcontractor qualifications, proof of personnel certifications, and a minimum of five years' relevant experience. A Notice of Intent to Award (July 21, 2026) names Aaron's Backflow and UPA as recommended awardees, pending contract execution. OUC reserves the right to award one contract, multiple contracts, or no contract and may revoke the award prior to execution if the selected supplier fails to negotiate acceptable terms.
