About this opportunity
The Maryland Department of General Services is requesting technical proposals for comprehensive architectural and engineering services to modernize seventeen traction and hydraulic elevators across four occupied state buildings in Annapolis under RFTP BA-000-271-001, with proposals due November 3, 2026 at 3:00 PM. This is a Small Business Reserve procurement limited to certified small businesses, with a 20% overall Minority Business Enterprise participation goal (7% African American-owned, 10% women-owned subgoals).
The scope encompasses field investigation, design and construction documents, bidding assistance, construction administration, testing, closeout, and warranty services across the House of Delegates Building (six elevators), Revenue Administration Building (four elevators), Miller Senate Office Building (five elevators), and James Senate Office Building (two elevators). Deliverables include Basis of Design, 50%, 95%, and 100% design submissions, signed and sealed construction documents, specifications, cost estimates, schedules, and bid forms. Work must be coordinated to avoid on-site construction, testing, or contractor occupancy during the Maryland General Assembly Session (generally mid-January through mid-April).
The contract duration is approximately 6.5 years with a single award intended. The State will award on a Firm Fixed Price basis following qualification-based selection procedures under Maryland Code. Offerors must be registered with the Maryland Department of Assessments and Taxation and maintain a Maryland resident agent or Maryland representation. Insurance requirements include Commercial General Liability of $2 million combined single limit per occurrence and $3 million annual aggregate, Errors and Omissions/Professional Liability of $1 million per claim and $2 million annual aggregate, and Workers' Compensation of $1 million per occurrence. The pre-proposal conference is October 13, 2026 at 10:00 AM at the Central Services Building in Annapolis, with site visits immediately following. Questions are due October 20, 2026 at 3:00 PM. Proposals must be submitted through eMaryland Marketplace Advantage; paper submissions are not accepted.
