About this opportunity
The City of Meriden, Connecticut is requesting bids on seven Ford Interceptor Utility Model (AWD) police vehicles—four patrol, two supervisor, and one administrative unit—with up-fitting services, under ITB B027-13, with bids due July 29, 2026 at 11:00 a.m. Connecticut prevailing wage requirements apply to all up-fitting labor.
The scope encompasses vehicle purchase and comprehensive up-fitting, including mounting and wiring of customer-supplied two-way radios, camera systems, modems, e-ticket printers, and related equipment with a two-hour timed shut-off feature through a core controller to the docking station. Bidders must submit a notarized Non-Collusive Bid Statement, Bidder's Qualification Statement, Surety Guaranty Form, and a bid bond equal to 10% of the total bid amount. The successful bidder will be required to provide a Labor and Material Payment Bond and a Performance Bond, each for 100% of the contract price, with a corporate surety approved by the City.
The contract will be awarded via Purchase Order with no separate agreement required. Payment will be made no less than 30 days following completion of services. The City is exempt from federal excise taxes and Connecticut state sales and use taxes, which must not be included in bid prices. Bidders may not withdraw bids within 60 days of bid opening.
Questions are due July 15, 2026 at 4:00 p.m. Electronic bids must be submitted through the City's eProcurement Portal at https://procurement.opengov.com/portal/meridenct. No site visit or pre-bid conference is scheduled. In case of a tie, award decisions will be based on incumbent status, multiple awards to the same bidder, Connecticut residency, and coin toss in order of precedence. The Purchasing Officer reserves the right to reject any or all bids in whole or in part, and to award items individually or as a total bid.
