About this opportunity
The City of Meriden is requesting bids for partial roof replacement and repairs at the Board of Education Maintenance Facility located at 998 North Colony Road under ITB B026-59, with bids due June 24, 2026 at 11:00 a.m. via electronic submission to the City eProcurement Portal, and a mandatory pre-bid meeting on June 2, 2026 at 10:00 a.m. at the maintenance facility.
Set-asides apply: Connecticut contract compliance requirements mandate a minimum of 25% of the state-funded portion be awarded to Small Business Enterprises (SBE) and a minimum of 6.25% to Minority-, Women-, and/or Disabled-owned businesses (M/W/DisBE). Prevailing wage requirements apply, with certified weekly payroll submission mandatory, Davis-Bacon Act labor standards, and Build America Buy America Act domestic content requirements in effect.
The scope includes removal and offsite disposal of hazardous materials, removal of existing membrane roofing systems and insulation, removal and replacement of deteriorated roof decking and wood blocking, removal of existing skylights with structural deck infill, installation of new roof hatches and safety railings, installation of EPDM membranes with underlayment and insulation, and installation of new flashings and trim metalwork including scuppers. The project manual specifies an allowance of $290 per square foot for metal roof deck replacement; costs are deducted from the allowance if actual deterioration differs. The building will remain occupied during construction; contractors must maintain weathertight conditions, provide full-time on-site supervision, accommodate owner occupancy, and coordinate all work with 72 hours' advance notice.
The estimated contract value is $246,216. The project is expected to take approximately eight weeks from start of work. Bids must include a 10% bid bond. The successful bidder will provide labor and material payment bonds and performance bonds equal to 100% of contract price. Liquidated damages are $500 per day for delays beyond substantial completion and $500 per day for failure to complete by final deadline. All contractor and subcontractor personnel must submit to background checks and wear security badges. Questions are due June 17, 2026 at 4:00 p.m. The contract uses EJCDC standard terms and Connecticut law governs.
