About this opportunity
The Macon Water Authority is seeking sealed bids for the AWTP-Thickener and Washwater Tank Pumps Replacement Project, a service procurement involving the installation and replacement of four (4) Progressive Cavity Pumps with direct drive motors and all associated labor, materials, equipment, tools, and incidentals required for project completion. The project is located in Macon, Georgia (Bibb County), and the contract will be awarded on a lump sum basis with a performance period of one hundred and eighty (180) consecutive calendar days from the effective date specified in the agreement. Sealed bids must be submitted by 2:00 P.M. on September 9, 2025, to the Macon Water Authority at 537 Hemlock Street, Human Resources Training Room, Macon, Georgia 31201. A mandatory pre-bid meeting is required for all bidders on August 12, 2025, at 10:00 A.M. at the Amerson Water Treatment Plant, Administration Building Lobby (703 River Bend Road, Macon, GA); attendance in its entirety is required, and failure to attend may result in bid disqualification. All bid questions must be submitted by 10:00 A.M. on August 19, 2025. The General Contractor must self-perform a minimum of fifty-one percent (51%) of the work under the contract documents. Contract documents are available for examination at the Engineering Department and may be obtained for a non-refundable fee of $150.00 per set from Jay Payne, Engineering Technician II (478-738-6521). Liquidated damages are assessed at $200.00 per calendar day for failure to achieve substantial completion within the 180-day contract period.
The Macon Water Authority encourages participation of disadvantaged, minority-owned, and women-owned enterprise subcontractors as well as locally owned businesses, with participation subject to Disadvantaged Business Enterprise (DBE) requirements specified in the contract documents. Bidders must affix their Georgia Business License Number to the outside of the bid envelope; failure to do so may result in bid rejection. Each bid must be accompanied by a Bid Bond equal to 10% of the bid amount, executed by a surety company licensed to do business in Georgia and listed in U.S. Treasury Circular 570; the successful bidder will be required to furnish Performance and Payment Bonds, each in the amount of 100% of the contract price. Georgia law permits income tax adjustments for companies subcontracting with certified minority-owned firms. The bid schedule includes two line items—four Progressive Cavity Pumps and Motors at a per-unit price and a lump sum price for pump installation and replacement work—with the total constituting the Base Bid. Unit prices take precedence over totals in case of discrepancies, and actual quantities may increase or decrease with adjustments made at the bid unit prices. The Macon Water Authority reserves the right to reject any or all bids and to waive informalities and technicalities, with no specific budget range or award value disclosed in the procurement documents.
