About this opportunity

The Michigan Department of Natural Resources, Forest Resources Division, is requesting proposals for procurement and installation of aviation radio equipment under RFP 260000002141, with proposals due at 3:00 p.m. Eastern Time on June 29, 2026. Service-Disabled Veteran-Owned Businesses and Qualified Disabled Veteran-Owned Businesses may receive preference consideration under Michigan law.

The scope is procurement and installation of one Technisonics TDFM 9100 aircraft radio system (Project #91981) on a Cessna 182T aircraft (tail number N6275S, serial number 18282100). The radio must be P-25 compliant with two modules supporting VHF-FM (136–174 MHz) and 700/800 MHz bands with simultaneous receive and scan capabilities. The system must support APCO Project 25 Phase I and II modes, encryption formats (DES-OFB, AES, DES, DES-XL), cross-band repeat, simulcast functionality, and simultaneous monitoring of main and guard VHF frequencies. Installation must comply with Federal Aviation Regulations and acceptable aviation practices and be completed within 90 calendar days from order date. The contractor must maintain avionics technician, airframe mechanic, or repair station certification and comply with Michigan prevailing wage requirements. A Program Manager must be available Monday through Friday, 8 a.m. to 5 p.m. EST. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion. The State will conduct inspection and testing within 30 calendar days of receipt; deficiencies must be corrected at no additional cost within 10 business days. All work is subject to compliance with ADA accessibility standards and environmental product standards including mercury-free and PFAS-free certifications.

Pricing must be firm for the entire contract term, with adjustments permitted only for documented changes in actual contractor costs subject to 30-day review and negotiation. Contractors must provide comprehensive warranties with third-party manufacturer warranties passing through to the State. The State will award to the responsive and responsible bidder receiving a passing evaluation on all criteria at the lowest price. Evaluation uses pass/fail criteria based on the Statement of Work and Vendor Questions Worksheet. Questions are due June 18, 2026, with answers posted by June 24, 2026. Contracts valued at $250,000 or more require State Administrative Board approval. Proposals remain irrevocable and binding for 180 calendar days from submission.
