About this file
This is a Statement of Work for Request for Proposal No. 260000002141 issued by the State of Michigan's Forest Resources Division for the procurement and installation of aviation radio equipment. The project involves the procurement of one Technisonics TDFM 9100 aircraft radio system with installation on a Cessna 182T aircraft (tail number N6275S, serial number 18282100). The radio must be P-25 compliant and feature two modules supporting VHF-FM (136-174 MHz) and 700/800 MHz bands with simultaneous receive and scan capabilities. The radio must support APCO Project 25 Phase I and II modes, various encryption formats (DES-OFB, AES, DES, DES-XL), cross-band repeat, simulcast functionality, and simultaneous monitoring of main and guard VHF frequencies. The installation must be completed within 90 calendar days from the date of order and must comply with Federal Aviation Regulations, manufacturer specifications, and acceptable aviation practices. The aircraft will be flown to the vendor's location for installation and retrieved upon completion.
Pricing is firm for the entire contract term with adjustments permitted only based on documented changes in actual contractor costs, subject to a 30-day review and negotiation period by both parties. Contractors must comply with Michigan prevailing wage requirements for all mechanics and laborers, maintain proper licensing (avionics technician, airframe mechanic, or repair station certification), and provide comprehensive warranties with third-party manufacturer warranties passing through to the State. The contractor must designate a Program Manager available Monday through Friday, 8 a.m. to 5 p.m. EST, and establish documented delivery programs and transportation methods. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion. All contract activities are subject to State inspection and testing within 30 calendar days of receipt, with deficiencies to be corrected at no additional cost within 10 business days. The contract requires compliance with ADA accessibility standards, environmental product standards including mercury-free and PFAS-free certifications, and proper hazardous chemical identification per federal Emergency Planning and Community Right-to-Know Act requirements.
