About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for 15 aviation helmets for the Kentucky State Police Cannabis Suppression Branch under RFB 758 2600000668, with bids due July 9, 2026 at 1:30 p.m. ET. This is a re-solicitation of a previously cancelled RFB. A resident bidder status affidavit qualifies bidders for preference equal to 15 percent of maximum points; qualified bidders and Department of Corrections Division of Prison Industries entities receive preference equal to 20 percent of maximum points.

The scope requires LH250 dual visor helmets in dark matte gray with clear inner visors, dark outer visors, Maxillo Polycarbonite face shield kits, Bose A30 Bluetooth headsets with helicopter plugs, Viper 5" amplified microphones with 90-degree pivot flex booms, magnetic quick-release chin straps, Oregon Aero memory foam liners, MK4 lip lights with integrated batteries, and heavy-duty canvas helmet and gear bags. No substitutions are permitted for the designated helmet model or components. Helmet sizes will be specified at order placement. A 24-month warranty is required. Initial delivery of all helmets is due by September 30, 2026.

The contract will be awarded on a best-value basis with 90 points allocated to price and 10 points to delivery time (measured in working days). Pricing must be firm, inclusive of all shipping and delivery charges, F.O.B. Destination Freight Prepaid and Allowed, and remain valid for 60 days after the bid due date. No price increases are permitted during the first 12 months; increases after that period require written justification with 30 days' notice. One percent per day is deducted from invoices for each day delivery is delayed beyond the contracted due date.

The initial contract term is one year from award, with four optional two-year renewal periods contingent upon written approval by all parties. The Commonwealth is utilizing federal funds and requires compliance with the Buy American Act, Drug-Free Workplace Act, and environmental standards. All bidders must be registered in the Commonwealth eProcurement System and maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. Written questions were due July 1, 2026 at 10:00 a.m. ET. Contact Keith Srutowski at 502-564-7007 for inquiries.
