About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Police, is requesting bids to establish a Master Agreement for aviation helmets, with bids due June 15, 2026 at 1:30 p.m. ET and vendor questions due June 4, 2026 at 10:00 a.m. ET. Kentucky resident bidders are entitled to reciprocal preference under KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities receive preference equal to 20 or 15 percent of maximum points awarded.

Aviation helmets must include both inner clear visors and outer dark visors. No specific quantities are stated; all quantities are estimated and the Commonwealth is obligated to purchase only what is needed by its agencies during the contract term. Bids must include all line items or face rejection.

The contract period is one year from the date of award with optional renewal for four additional two-year periods, subject to written approval by all parties and potential renegotiation of terms and conditions. All pricing must remain firm for a minimum of 60 calendar days after the bid due date and shall be inclusive of shipping and delivery charges on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise taxes and Kentucky sales or use taxes. Price increases are prohibited during the first 12 months; thereafter, increases require 30 days' written notice with justification based on industry-wide price changes.

Awards will be determined using best value methodology allocating 90 points to price and 10 points to delivery time, with the lowest bidder receiving maximum points and subsequent bidders scored proportionally. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate; automobile liability insurance of $1,000,000 combined single limit is required if delivery is performed by the contractor. Electronic bid submission through the Commonwealth's eProcurement system is mandatory in Microsoft Word, Excel, or PDF format. All bidders must submit a notarized affidavit attesting to campaign finance law compliance and, if claiming resident or qualified bidder status, must provide supporting documentation. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding.
