About this opportunity
The District of Columbia Office of Contracting and Procurement (OCP), on behalf of the Department of Transportation (DDOT), is seeking a consulting firm to conduct a comprehensive study on the safe and efficient deployment of autonomous vehicles (AVs) within the District. The primary objective is to define potential regulatory and legislative frameworks for AV deployment, focusing on autonomous driving systems at Levels 3, 4, or 5 according to SAE International's taxonomy. The consultant will support DDOT's review and oversight of AV testing permits, with the ultimate goal of supporting the agency's mission to deliver a safe, sustainable, and reliable multimodal transportation network. Evaluation of proposals will be based on a cumulative points system that considers technical criteria, price, an interview component, and preference points. The solicitation (DCKA-2024-R-0042) was posted on January 26, 2024, with proposals due by 2 PM EST on February 26, 2024. A virtual pre-proposal conference was held on February 2, 2024, and all project documents are available at https://dtap.ddot.dc.gov/. Qualified consultants are expected to have expertise in transportation policy, autonomous vehicle regulations, and technical assessment of AV systems.
The solicitation does not explicitly specify set-aside designations, but it does indicate that a 35% subcontracting requirement will apply if the proposal exceeds certain dollar thresholds. The First Source Employment Agreement will similarly be applicable based on contract value. While specific budget ranges are not disclosed in the provided documents, the complexity of the study suggests a substantial consulting engagement focused on developing comprehensive AV deployment strategies. Proposing firms will need to demonstrate capabilities in regulatory analysis, transportation technology, and policy development. The contract is anticipated to commence in April or May 2024, with the selected consultant providing detailed recommendations for AV integration into the District's transportation infrastructure. Potential offerors must comply with the District's standard contract provisions and submit comprehensive technical and price proposals through the DTAP portal. The solicitation is open to all qualified consultants who can meet the technical and experiential requirements outlined in the RFP documents.
Opportunity text
The Government of the District of Columbia (District), Office of Contracting and Procurement (OCP), on behalf of the Department of Transportation (DDOT) seeks a consultant to assist in the definition of the potential regulatory and legislative framework for the deployment of autonomous vehicles (AVs) on District roadways in a manner that will support the agencys mission to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all residents and visitors of the District of Columbia. The consultant will also support DDOTs review and oversight of AV testing permits. For the purposes of this scope of work we follow the D.C. Codes definition of the term autonomous vehicle as a motor vehicle equipped with an autonomous driving system, which is the combination of hardware and software collectively capable of autonomous operation of a motor vehicle on a sustained basis that meets the definition of Levels 3, 4, or 5 of the Society of Automotive Engineers Internationals Taxonomy and Definitions for Terms Related to Driving Automation Systems for On-Road Motor Vehicles, standard J3016. While there are technical distinctions between automated and autonomous vehicles or driving systems, this scope can be considered to encompass both though with more emphasis on the more independent autonomous systems. The desired outcome of this RFP is to retain the services of an experienced and qualified consulting firm, that provides the best value, to perform the study. The selected consulting firm, hereinafter referred to as the Consultant, will be selected using DDOTs process of cumulative total points from the technical criteria, price criterion, interview criterion, and preference points. The project documents are located at https://dtap.ddot.dc.gov/.
