The procurement requires qualified vendors to provide both window tinting and security alarm installation services on an as-needed basis. Technical specifications mandate one-piece window tinting with high-temperature adhesive and scratch-resistant coating, and security alarm systems must include multiple transmitters, hard-wired functions, and anti-code grabbing capabilities. Bidders must demonstrate capability to service vehicle windows and install comprehensive security systems, maintain local parts inventory, and handle vehicle pickup and delivery. The bid was released on August 19, 2024, with questions due by August 29, 2024, and final responses required by September 12, 2024, at 3:00 pm, with contract award anticipated on October 2, 2024.
The contract opportunity includes local business preference and micro-business preference programs, potentially providing advantages to smaller or local enterprises. While no specific set-aside designations are explicitly mentioned, the County may award contracts to one or more bidders at its discretion. The total estimated annual expenditure is approximately $45,000, with no guaranteed minimum purchase commitment. The contract will have an initial term with options to extend for four additional one-year periods, not exceeding a total of five years. Contractors must provide comprehensive insurance coverage, including general liability, automobile liability, workers' compensation, and professional liability. The procurement will utilize a primary and secondary contractor approach, allowing the County to engage an alternate vendor if the primary contractor cannot fulfill requested services. Successful bidders must submit detailed documentation, including a completed pricing table, customer references, and comply with all specified technical and administrative requirements.
