About this opportunity

San Bernardino County Purchasing Department is soliciting qualifications under RFQ AGENCY27-PURC-6558 to establish a nonexclusive pool of automotive repair and maintenance vendors, with proposals due November 25, 2026 at 4:00 p.m. through the County's ePro system. No set-asides are designated. Bidders must hold a San Bernardino County Hazardous Waste Generator Permit and California Bureau of Automotive Repair registration, with limited exceptions for heavy-duty-only, minor maintenance-only, or towing-only providers. Mandatory minimums include at least one year of prior business operation, no record of unsatisfactory performance in the past three years, and compliance with all federal, state, and local laws.

The pool will serve approximately 650 patrol cars, 1,800 law enforcement vehicles, 1,900 general purpose cars and light trucks, and 1,500 medium and heavy-duty vehicles across seven geographic zones spanning 20,160 square miles. Requested services include general maintenance, smog certification, brakes, oil changes, transmission, cooling system, suspension and chassis work, Ford factory warranty service, collision and body repair, glass, towing, car washing and detailing, air conditioning and refrigeration, RV trailer repair, and watercraft and recreational vehicle specialty repair. Parts must meet or exceed Original Equipment Manufacturer specifications. Pricing estimates draw on Chilton, Motor, Glen Mitchell, National Auto Glass Calculator, and AllData flat-rate manuals. Service levels require same-day turnaround for routine maintenance and four-hour turnaround for Safety and Law Enforcement vehicle repairs. Minimum warranties are 90 days or 4,000 miles for general repairs and one year or 12,000 miles for transmission repairs.

Insurance requirements include workers' compensation, general liability of at least $1 million, automobile liability of $1 million ($2 million when transporting passengers), and environmental liability of at least $5 million.

The contract term runs a maximum of five years, from July 9, 2027 through July 8, 2032, with tentative award in June 2027. The arrangement is nonexclusive, the County reserves the right to contract with other vendors, and it guarantees no minimum work volume. Proposals must remain valid for nine months. The County pays within 60 working days of invoice receipt by electronic funds transfer, and contractors must submit invoices within 20 days of month-end.
