About this opportunity

The County of Rockland's Department of General Services is seeking a qualified contractor to provide comprehensive automotive collision repair services for its vehicle fleet through Request for Bid (RFB-RC-2025-061). The procurement covers repair services for passenger vehicles, trucks, vans, and specialty vehicles including fire apparatus, command vehicles, and law enforcement vehicles, categorized across three weight classes: light-duty (up to 10,000 GVW), medium-duty (10,001 to 26,000 GVW), and heavy-duty (over 26,001 GVW). Bidders must demonstrate the capability to perform complete body repairs, including parts replacement, painting, and frame straightening, while complying with Environmental Protection Agency (EPA) guidelines for hazardous material disposal. A virtual pre-bid meeting is scheduled for May 15, 2025, at 11:00 a.m., and electronic bid submissions will be accepted through the Bonfire Portal until 3:00 PM on June 12, 2025. Key contractor requirements include maintaining a fully equipped body shop with qualified personnel, a paint booth, frame straightening equipment, and the ability to handle vehicles up to 13 feet in height.

The contract will have an initial one-year term with two optional one-year renewals, and while no specific set-aside designations are mentioned, the county prefers vendors located within a 15-mile radius of their main campus. The estimated annual expenditure for automotive bodywork is approximately $95,000, though this is not a guaranteed amount. Contractors must provide comprehensive insurance coverage, including a $1,000,000 garage liability policy, and offer a minimum 12-month or 12,000-mile warranty on all parts and labor. The current incumbent for this type of contract is Congers Collision, which was awarded a similar contract in 2022. Pricing structure includes rates for CAPA-certified and OEM parts, labor rates for general repairs, paint services, and frame straightening, with labor rates ranging between $30-$45 per hour depending on vehicle classification. Successful bidders must demonstrate prior experience in similar services and hold appropriate legal licensing for automotive repair work.
