About this file
This is a Request for Bid (RFB) No. RFB-RC-2022-054 issued by the County of Rockland's Department of General Services Purchasing Division for Automotive Collision Repair services. The contract covers repair services for various vehicle types including light-duty (up to 10,000 GVW), medium-duty (10,001 to 26,000 GVW), and heavy-duty (26,001 GVW and over) vehicles, specifically targeting passenger vehicles, trucks, vans, and specialty vehicles such as Fire Apparatus, Command Vehicles, and Law Enforcement Specialty Vehicles. The contract was originally issued on April 29, 2022, with a primary term from May 1, 2022 through April 30, 2023, and has been extended through May 31, 2025, or until a new bid is awarded. The contract includes two one-year extension options and is available to County Agencies and Political Subdivisions.
The total estimated contract value is $85,235.00, with Congers Collision awarded as the sole contractor. Pricing is structured by vehicle type and includes discounted rates for CAPA and OEM certified parts, labor rates for collision repair, paint, and frame straightening, with rates ranging from $30-$45 per hour depending on vehicle classification. The County estimates approximately $95,000 will be spent annually on automotive bodywork, though this is not a binding guarantee. The contract includes provisions for potential CPI-based price increases in the second year, with the County retaining discretion on contract extensions. Key requirements for the contractor include maintaining a complete body shop with qualified personnel, proper equipment, indoor storage capabilities, and compliance with EPA guidelines for hazardous material disposal.
