The system must be capable of accurately and precisely determining hexane extractable materials (HEM) and silica gel treated hexane extractable materials (SGT-HEM) concentrations in compliance with USEPA Method 1664A across various aqueous sample matrices, including untreated wastewaters, highly treated wastewater effluents, and industrial wastewaters containing high concentrations of suspended particulates and colloidal solids. The delivery location is the AWTP Warehouse at 2700 Maritime Boulevard, Tampa, Florida, with installation and initial testing to be completed within 60 days of purchase order issuance. The system must simultaneously process three 1000mL samples onto 100mm solid phase extraction disks and include six SPE disk holders, nine sample extract receiving vessels, a controller-automated system, an n-hexane evaporator system, and all necessary tubing and connectors. All costs for installation, testing, and familiarization training must be included in the bid price. Bidders must demonstrate an established service and technical support network, provide references from at least three TNI-accredited environmental or wastewater laboratories currently operating the specified system, and agree to provide all repairs, parts, labor, and related expenses at no charge for one year following installation and acceptance. The system must operate in tandem with the City's existing Horizon SPE-DEX 3000 system and be compatible with specified consumables including Pacific Premium Oil & Grease Disks (100mm), Pacific O&G Fast Flow Pre-Filters (90mm), and Aluminum 125mL Weigh Pans (105mm). The due date for quote submission is February 26, 2026, with quotes remaining valid for a minimum of 60 days and a 30-day evaluation period following installation.

The RFQ documents do not specify any set-aside designations or restrictions limiting responses to particular types of organizations such as disadvantaged enterprises, minority-owned businesses, or small businesses. No incumbent vendors or current contractors are identified in the solicitation materials. The system must integrate with the City's existing Horizon SPE-DEX 3000 system and operate with the specified consumables and compatible hardware. Bidders are required to provide itemized pricing on a Freight On Board (FOB) Destination basis and must comply with all applicable federal and state laws, City of Tampa ordinances, and insurance requirements including Commercial General Liability coverage of at least $1 million per occurrence. Payment will be made by purchase order after receipt and acceptance of materials and processing of correct invoices, with approximately 30 days required for normal processing. The City reserves the right to award by division, line item, or aggregate total and may reject any or all quotes at its discretion. No specific budget range or award value is disclosed in the available solicitation documents.
