About this file
This is a technical specifications document for the City of Tampa, acting through Hillsborough County, Florida, for the procurement of one Automated HEM/SGT-HEM Extraction System (AES) for the Howard F. Curren Advanced Wastewater Treatment Plant Analytical Laboratory. The system must be capable of accurately determining hexane extractable materials (HEM) and silica gel treated hexane extractable materials (SGT-HEM) concentrations in compliance with USEPA Method 1664A across various aqueous sample matrices, including untreated wastewaters, highly treated wastewater effluents, and industrial wastewaters containing high concentrations of suspended particulates and colloidal solids. The system must simultaneously process three 1000mL samples onto 100mm solid phase extraction disks and include six SPE disk holders, nine sample extract receiving vessels, a controller-automated system, an n-hexane evaporator system, US-standard electrical cables and plugs, and all necessary tubing, connectors, clamps, adapters, hoses, cables, solvent bottles, and waste containers. Installation must occur at the Administration Building, Howard F. Curren Advanced Wastewater Treatment Plant, located at 2700 Maritime Boulevard, Tampa, Florida, and must be completed and fully operational within 60 days of purchase order issuance. All installation costs, initial system testing, and familiarization training must be included in the bid price, with the City of Tampa permitted to video record the training. The system must pass a 30-day conformance period following training; failure to conform results in full refund obligations.
The document specifies that the AES must operate in tandem with the City's existing Horizon SPE-DEX 3000 system and be compatible with Pacific Premium Oil & Grease Disks (100mm), Pacific O&G Fast Flow Pre-Filters (90mm), and Aluminum 125mL Weigh Pans (105mm). Bidders with documented histories of unsatisfactory service with the City of Tampa will be deemed non-compliant. Successful bidders must provide one year of no-charge repairs, parts, labor, travel, and living expenses following installation and acceptance, and must make available optional one-year service maintenance contracts for the subsequent 10 years. Bidders must submit documented proof of an established service and technical support network and provide references from at least three TNI-accredited environmental or wastewater laboratories currently operating the specified system. All required documentation, including system manuals, training manuals, and parts catalogs, must be provided in both print and digital formats. The document does not specify pricing terms, set-asides, incumbent vendors, budget amounts, or contract award dates.
