About this opportunity

The County of Orange, OC Public Works is seeking competitive bids for Auto Glass Repair and Windshield Replacement Services through a fully electronic solicitation. The procurement covers comprehensive auto glass repair services for the county's fleet, including windshields, windows, and mirrors for foreign and domestic automobiles, light and heavy-duty vehicles, and off-highway construction equipment. Qualified vendors must provide mobile services at multiple county locations, with a required response time of six working hours (or two hours for emergencies), and offer a lifetime warranty on labor and materials. The contract will be for five calendar years, starting November 26, 2025, with services to be provided on an as-needed basis, potentially 24 hours per day, seven days per week. Bidders must submit electronic proposals through the county's online bidding system by August 1, 2025, at 2:00 PM, and must be prepared to provide detailed pricing for glass replacement, labor rates, and specific windshield costs for various vehicle types, including emergency and police vehicles. Contractors must be certified installers using original equipment manufacturer (O.E.M.) parts and comply with U.S. Department of Transportation safety standards.

The solicitation includes specific set-aside designations and preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with bidders required to be certified by the California Department of General Services and maintain principal operations within Orange County. The total contract amount is not to exceed $450,000, with an additional $8,000 per year allocated for supplemental work. Pricing will be structured with flat fees for glass replacement and variable labor rates depending on time of day and vehicle type. No price increases will be considered during the first contract year, and any subsequent increases must be accompanied by documented proof of cost increases with a minimum 30-day advance notice. The county reserves the right to obtain supplemental proposals from alternate sources and requires the contractor to maintain a reasonable inventory of auto glass parts. Bidders must be prepared to submit various documentation, including company profiles, references, insurance certificates, and W-9 forms within seven days of contract award notification. The County of Orange retains significant flexibility in the procurement process, including the ability to waive irregularities, make multiple awards, negotiate final contract terms, and cancel the solicitation at any time.
