About this opportunity

The County of Orange, through OC Public Works, is soliciting bids for Doors/Related Hardware and Installation Services under IFB-080-3068602-EL, with questions due November 12, 2026 and bids due December 1, 2026 at 2:00 p.m. A five percent (5%) preference applies during evaluation to certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, and if one is selected, the contract is awarded at their original bid price. Bidders must hold valid California D-28 and C-28 licenses at bid submission and throughout the contract term.

Scope covers door repair and replacement installation, metal door and jamb welding, and door rough-in across Orange County facilities, including secured Probation Department and detention sites, for wooden, steel, fiberglass, aluminum, and glass and metal clad glass doors. Personnel must pass background clearance checks with a minimum clearance time of two weeks. The contractor must keep two to three cleared personnel available for emergency and call-out services at probation facilities.

The contract is requirements-based with no guaranteed minimum purchase quantities and an initial three-year term effective January 21, 2027. Renewal requires Board of Supervisors approval. The total contract amount may not exceed $300,000, and no single service call or project may exceed $60,000 or be intentionally split to avoid that limit. Miscellaneous items are capped at $5,000 per invoice unless the County Project Manager pre-approves amounts up to $25,000. Pricing is cost-plus, with percentage markups on door categories and hardware manufacturers, plus hourly installation and repair rates for regular, after-hours, Saturday, and Sunday/holiday work. Payment is made in arrears following acceptance, and prevailing wage under California Labor Code Section 1773 applies.

Award goes to the lowest responsive, responsible bidder. Bids remain valid for 180 days after closing. Submission is electronic only, through the County's OpenGov portal, and respondents may not contact other County personnel about the solicitation. Performance and labor and material payment bond forms are included, and the payment bond must equal or exceed the estimated total contract value. Required insurance includes $1,000,000 general liability and $1,000,000 automobile liability.
