About this opportunity

Donna Independent School District (DISD) in Cameron County, Texas, is issuing a Request for Proposals (RFP) for a catalog bid procurement of Auto & Bus Parts and Supplies for the 2026-2027 school year. This competitive procurement seeks discount proposals off vendors' printed catalog prices, with the district intending to award the contract to multiple vendors to provide employees flexibility in selecting the best value for particular items. The goods and services encompass a comprehensive range of automotive components and supplies, including air conditioning systems, alternators, starters, batteries, bearings, belts, hoses, brakes, electrical and ignition systems, emission and exhaust components, engine and drivetrain parts, filters, gaskets, seals, heating and cooling systems, lamps, lighting, mirrors, oils, lubricants, suspension systems, shocks, struts, steering components, wipers, washers, and shop supplies and equipment. All discount prices must include shipping and handling charges with F.O.B. Destination delivery unless otherwise negotiated, and vendors must submit pricing as a percentage discount from shelf price, catalog price, or published price lists. Proposals will be evaluated based on selection, service, and price criteria, and vendors must comply with all applicable federal, state, and local laws, maintain required insurance coverage naming DISD as an additional insured, provide references from clients within the past five years, submit a Conflict of Interest Questionnaire, a Certificate of Interested Parties (Form 1295) filed with the Texas Ethics Commission, and certifications regarding criminal history review for covered employees with direct student contact. The contract term is effective September 1, 2026, through August 31, 2027, with options to extend for up to two additional one-year periods if both parties agree, and proposals must be submitted by April 8, 2026, at 10:00 A.M. via the Bonfire platform or hand-delivery/mail to the DISD Purchasing Department at 116 N. 10th St., Donna, TX 78537; contact Xavier Garza, Senior Purchasing Specialist, at (956) 464-1620 or xfgarza@donnaisd.net for questions.

The RFP documentation does not specify set-aside designations or restrictions limiting responses to particular types of organizations such as disadvantaged enterprises, historically underutilized businesses, or other protected classifications. No incumbent vendors or current contractors are identified in the available procurement documents. The district does not guarantee any minimum or specific purchase quantities as a result of this RFP, and no award values or budget ranges are listed in the posted materials. All vendors must complete and return required forms including a Deviations Form, Felony Conviction Notice Form, Debarment or Suspension Certification Form, Form W-9 for taxpayer identification, and a Conflict of Interest Questionnaire to be considered for award. The district reserves the right to reject any and all proposals and will procure in compliance with State Purchasing Laws. Prices must be firm for the contract term, with any changes requiring written approval from DISD, and vendors must maintain records for three years and comply with all standard terms and conditions outlined in the RFP, including non-discrimination policies, confidentiality requirements under FERPA and the Texas Public Information Act, and indemnification provisions.
