About this opportunity
The Wayne County Airport Authority is soliciting quotes for a comprehensive auto and equipment glass repair and replacement contract covering Detroit Metro and Willow Run airports. The procurement seeks a vendor capable of removing and installing windshields and sidelite glass for various vehicles, including SUVs, snow equipment, fire trucks, tractors, and dump trucks, with additional requirements for bulletproof glass installation and glass chip repair. Respondents must demonstrate at least five years of experience in auto and equipment glass replacement and commit to responding to service calls within 48 hours, with a mandatory delivery timeline of glass, parts, and labor within seven calendar days of ordering. The contract term is three years, with two optional one-year renewals at the Airport Authority's discretion. Evaluation criteria will likely focus on pricing, service responsiveness, technical capabilities, and compliance with specified service requirements. The quote submission deadline is November 12, 2025, at 2:00 PM, with pricing to remain firm for the initial six months and subsequent pricing based on a markup over cost percentage.
This procurement is specifically designated as a Small Business Enterprise (SBE) development contract, with a program goal of achieving at least 20% SBE participation. Respondents must be Wayne County Airport Authority Certified Small Business Enterprises, either self-performing or subcontracting to another WCAA Certified SBE. The SBE program offers additional bidding advantages, including a 7% credit for involving a Certified SBE or Targeted Growth Community Enterprise that performs at least 30% of the contract scope, with veteran-owned businesses headquartered in the Air Trade Area receiving an additional 2% credit. While specific contract value is not explicitly stated, the solicitation includes unit pricing for windshield replacements across multiple vehicle models and requires hourly labor rates for equipment and light-duty glass replacement. Contractors must also comply with various ethical and legal requirements, including certifications regarding investment activities, forced labor prevention, and human trafficking prohibitions, with potential contract termination for non-compliance.
