About this opportunity

The Maine Department of Defense, Veterans and Emergency Management is soliciting quotations for snow plowing and sanding services at the Augusta Armory, 179 Western Ave., Augusta, Maine, with quotations due July 23, 2026, at 4:00 p.m. and a mandatory facility walk-through on July 16, 2026, at 10:00 a.m.

The scope covers clearing and sanding approximately 125,000 square feet of parking lots, access roads, sidewalks, and designated areas when two or more inches of precipitation accumulate. Priority areas include the main entrance and exit, fire lanes, upper and lower parking areas, and Webster Trail (approximately 1/10 mile). All designated areas must be reasonably cleared by 6:00 a.m., with multiple passes required depending on storm severity. The contractor must provide all personnel, equipment, and supplies and comply with applicable federal, state, and local regulations.

Minimum required equipment includes one 5-yard front-end loader, two 1-ton or larger plow trucks capable of clearing an 8-foot swath, and two truck-mounted sanders. The contractor must submit a detailed disaster recovery plan and equipment list with the bid. Insurance requirements include General Liability coverage of $1,000,000 minimum, Worker's Compensation at state minimum limits, and Business Auto Policy with $500,000 minimum coverage specific to snow plowing. All personnel must pass a federal background check conducted by DVEM before facility access.

The initial contract term runs November 1, 2026, through October 31, 2027, with four optional one-year renewal periods extending through April 30, 2031. The snow-removal season is defined as November through April. The previous contract was awarded to CCC Construction LLC for $45,000. Quotations will be evaluated on a best-value basis, with award made to the lowest compliant bidder. The contractor bears responsibility for all damages resulting from plowing operations and must submit a written damage report with photos within 30 days of contract award. Monthly invoices will be processed in six equal payments from November through April on net 30 terms. Questions must be submitted through the State of Maine's Vendor Self Service system by July 17, 2026, at noon.
